Organizations and individuals that properly implement Regulation No. 124-QD/TW dated October 4, 2023 of the Politburo will help overcome some limitations in annual quality review, assessment and classification.
The end of the year is the time for groups and individuals in the political system to review, evaluate, and classify quality. New this year, the review, evaluation, and classification of quality is carried out according to Regulation No. 124-QD/TW dated October 4, 2023 of the Politburo (replacing Regulation No. 132-QD/TW dated March 8, 2018).
Compared to Regulation 132-QD/TW, Regulation 124-QD/TW adds some contents on review, assessment and classification of quality in a more specific and practical direction. For example, for individuals, the new regulation clearly defines the contents that must be reviewed for individuals holding leadership and management positions and individuals not holding leadership and management positions. The content of review for individuals holding leadership and management positions is broader and higher than that for individuals not holding leadership and management positions. This is a progressive point. Previously, Regulation 132-QD/TW only stated the contents that must be reviewed for individuals in general.
The new regulation also adds a number of subjects that need to be reviewed and identifies many specific contents in the review of leaders.
Article 13 of Regulation No. 124-QD/TW sets out an important requirement on responsibility and authority for assessment and classification: "The immediate superior Party Committee decides, inspects and supervises the results of review, evaluation and classification; considers cancelling, evaluating and re-classifying the results of review, evaluation and classification; and rectify and strictly handle relevant collectives and individuals who violate regulations on review, evaluation and classification of Party Committees, Party organizations and Party members".I would like to emphasize this point because the reality of recent times shows that some organizations and individuals have not been truly impartial and objective, have not done a good job of reviewing, evaluating, and classifying quality, leading to complaints and causing negative public opinion. Strengthening the work of inspection, supervision, and consideration of cancellation, evaluation, and reclassification is very necessary in cases where regulations are not implemented well and there are signs of lack of objectivity.
In Hai Duong, in recent years, the annual review, assessment and classification of quality for collectives and individuals in the political system according to Regulation 132-QD/TW has shown many results and advantages. In general, the review, assessment and classification of quality basically adhere to the regulations. The review reports of collectives and individuals are prepared quite carefully. The organization of the review ensures the time. The review has analyzed in depth, clearly pointing out the advantages, limitations, shortcomings, causes of limitations and shortcomings, and proposed directions and tasks for the coming time. The majority of party organizations, leadership and management collectives strictly comply with the collection of opinions on the evaluation and classification of subjects according to regulations...
However, reality also shows that there are still self-criticism and self-assessment reports of collectives and individuals that are of poor quality. Some self-criticism reports focus on achievements, and limitations are not deeply assessed. In some places, discussions and contributions to collective and individual self-criticism are still cursory, not clearly stating limitations and causes of limitations, especially subjective causes. In some cases, the quality of individual leaders and managers is ranked higher than the quality of collective leaders and managers, so the competent authority must make adjustments...
Regulation No. 124-QD/TW with important new points and feasibility is expected to be an effective measure to overcome some limitations and shortcomings in annual quality review, assessment and classification. Therefore, the functional agencies in the province need to promptly specify, guide and direct the implementation of annual quality review, assessment and classification according to Regulation No. 124-QD/TW, ensuring that the review is truly an important political activity, contributing to improving the leadership capacity and fighting strength of the Party.
