This is also the main route for transporting materials, machinery, and equipment for the construction of technical infrastructure in the industrial park.

A representative of Nam Quang Infrastructure Investment and Development Joint Stock Company informed: "Since November 2023, when the construction permit was granted, the contractor has only had 8 months of construction in the field. During this process, the contractor encountered some difficulties in the source of sand for leveling the ground, so the progress expected by the investor has not been achieved."

In addition, this industrial park is still stuck with a part of the land clearance. According to Ms. Nguyen Thi Thuy Hang, Deputy Head of the Provincial Industrial Park Management Board, compared to many other industrial parks, Gia Loc Industrial Park has a fast land clearance progress with few problems. Currently, there are only 2,389 m²Agricultural land allocated under Resolution 03 of 5 families in Hoang Dieu commune has not been handed over due to illegal transfer and land violations. In the above area, there are 384 m²The land is in the industrial land planning, the rest is in the green land planning. In addition, there are 11 graves with owners in Gia Loc town and Hoang Dieu commune that have not been moved because the owners have not agreed.

Gia Loc District has also completed the plan and requested Hai Duong Electricity One Member Co., Ltd. to move the 35 kV power line out of the industrial park area. Mr. Le Dinh Dung, Head of the Department of Natural Resources and Environment of Gia Loc District, said that the uncleared areas are all in phase 2 of the project and there is not much left. To complete the site clearance and handover to the investor, Gia Loc District has completed the documents and implemented compulsory land recovery for 2,389 m²The remaining agricultural land must be relocated in accordance with legal procedures. The Compensation and Site Clearance Council will also continue to mobilize households with graves to agree to move out of the area. If the above households do not agree, the district will propose the Provincial People's Committee to locally adjust the planning for the area with this grave.

Strive to ensure progress

The Gia Loc Industrial Park infrastructure construction and business investment project was approved by the Prime Minister in Decision No. 409/QD-TTg dated March 22, 2021 with an area of ​​198 hectares, located in Hong Hung, Toan Thang, Hoang Dieu communes and Gia Loc town, with a total investment capital of VND 2,062.5 billion and a term of operation of 50 years. The industrial park aims to attract mechanical engineering, electronic assembly, healthcare, logistics and other clean industries that do not pollute the environment.

On February 16, 2023, the Provincial People's Committee issued Decision 224/QD-UBND to lease land to Nam Quang Infrastructure Investment and Development Joint Stock Company. On November 20, 2023, the Provincial Industrial Parks Management Board issued a construction permit allowing the investor to construct technical infrastructure works within the area that has been granted a land use right certificate (98.81 ha). The implementation progress is within 12 months from the date of issuance of the construction permit.

With the current construction progress, the investor affirms that the construction progress will not be delayed and the enterprise strives to complete phase 1 infrastructure by the end of the fourth quarter of 2024 to attract secondary investors in accordance with the construction permit granted by the Provincial Industrial Park Management Board.

Ms. Nguyen Thi Thuy Hang, Deputy Head of the Provincial Industrial Park Management Board, said: “With the advantages that Gia Loc Industrial Park has, we hope that many investors will be interested and soon fill the area to create more jobs for workers as well as increase revenue for the local budget.”
