On the afternoon of November 15, the Hai Duong Provincial Fatherland Front Committee held a conference to provide social feedback on two draft resolutions of the Provincial People's Council.
Two draft Resolutions were brought up for debate: Regulations on support policies for managers and teachers of public preschools in Hai Duong province and the content and level of support for investment in building infrastructure for third-class rural markets in the province.
The conference was attended by representatives of the Economic - Budget Committee, the Cultural - Social Committee of the Provincial People's Council; representatives of a number of departments, branches and many experts in related fields; leaders of a number of localities in the province.
According to the draft Resolution regulating support policies for managers and teachers of public preschools in Hai Duong province, the province will provide financial support for managers and teachers of public preschools at a level of VND 1,000,000/person/month; support for 12 months/year (from January 1, 2024 to December 31, 2025).
According to the draft Resolution on supporting investment in building infrastructure for third-class rural markets in Hai Duong province, the province will support the reconstruction or repair and upgrading of third-class markets in rural areas with a level of 1.5 billion VND/newly built market, 1 billion VND/repaired market. The support funds will come from the provincial budget and other legal sources.
At the conference, there were 10 comments on the two draft resolutions, all of which agreed that the issuance of the two resolutions was necessary and consistent with the Party's guidelines and policies and the State's laws.
Commenting on the draft resolution on support for public preschool managers and teachers, delegates said that, according to the draft resolution, the support level is still equal between those with high salaries and those with low salaries, those in schools with enough teachers and those in schools with a shortage of teachers; between managers of large schools with many classes and small schools with few classes; between managers and teachers who directly care for children; between long-time teachers and new contract teachers... The province should consider supporting each group with low income.
Some delegates said that the support level of 12 million VND/year and the 2-year period of 2020-2025 may only be meaningful as a temporary hardship allowance, not fundamental in terms of the regime to be attractive enough and retain the teaching staff. It is recommended that the province soon make recommendations to the State to calculate and establish salary levels and salary grades for preschool teachers, helping them feel secure in their work. Delegates also proposed adding the subject of contract preschool teachers to the subject of adjustment of the resolution because in reality, there are quite a few contract teachers in preschools, some of whom work on contracts for 5-7 years.
Regarding the draft resolution on support for the construction, repair and upgrading of class 3 markets, some delegates also proposed that support should not be equalized among localities. In reality, investment in the construction of new markets and the renovation and upgrading of old markets is different in each place, the scale and needs are not the same, so when the same amount of support is provided, it will lead to shortages, inconsistencies and lack of control according to the Construction Law.
Delegates suggested that the province should have a plan to survey and evaluate the current situation of the need to build new or renovate old markets to support them appropriately. There should be a mechanism to prioritize traditional markets, craft villages, remote areas, and economically disadvantaged areas... At the same time, the province should also assess the shopping needs of people at the markets because currently, e-commerce, mini supermarkets, and convenience stores are increasingly developing in villages and residential areas, causing rural markets to gradually shrink...
After the conference, the Provincial Fatherland Front Committee will synthesize comments and send them to agencies to draft resolutions, as a basis for advising the Provincial People's Council and People's Committee to soon issue support and incentive policies.
