The Investigation Police Agency of Gia Lai Province Police has just issued a decision to prosecute and ban Mr. Nguyen Tu Son, former Director of the Department of Education and Training, from leaving his place of residence.
Previously, in November 2022, Gia Lai Provincial Police initiated a case of Violating regulations on management and use of State assets causing loss and waste in the procurement of information technology software at this department, but has not yet prosecuted any defendants.
In June 2023, Mr. Truong Quy Suu - former Head of the Planning and Finance Department of this department was prosecuted and detained to investigate the act of "Violating regulations on management and use of State assets causing loss and waste" in directly advising on project implementation, during the period when he was still Deputy Head of the Planning and Finance Department.
The initiation of a case and prosecution of the accused is carried out after a period of investigation and verification from the conclusion transferred by the Provincial Inspectorate.

In June 2022, in Conclusion No. 08/KL-TTr, Gia Lai Provincial Inspectorate informed about violations in the implementation of purchasing 13 projects and information technology application software for which the Department was assigned by the Provincial People's Committee as the investor.
Specifically: the purchase of the EDM digital software and data management system resulted in violations of more than 1 billion VND. Of which, overpayment of 17,700 data pages and application of unit prices that did not match the actual work content amounted to more than 570 million VND, and violations of document editing content amounted to more than 458 million VND.
In addition, for the 2018 primary school enrollment software, the Gia Lai Department of Education and Training accepted and paid while the software was not available, the amount of the violation was 670 million VND, the Master Lib library management software, the Department of Education and Training purchased duplicate software from 19 schools, causing a waste of more than 140 million VND for the budget.
Regarding the 2020 exam bank management software, in fact, the Master Test CD - Client version was provided to 17 Departments of Education and Training, but the Department paid the difference of 464 million VND for the Master Test software - Server version. Currently, most units have not used this software.
Along with these violations, the DepartmentEducation and TrainingGia Lai has not yet thoroughly surveyed the actual usage needs of the handover units; some projects have not made public the results of contractor selection according to regulations; many documents have signatures but no stamps; many software cannot be updated or synthesized, forcing affiliated units to use old software in parallel.
The Gia Lai Provincial Inspectorate has requested the Provincial People's Committee to review and consider handling the responsibilities of the Directors of the Department of Education and Training in the 2017-2021 period, and at the same time request the Director of this Department to be responsible for recovering the total amount of violations of more than 2.37 billion VND to the State budget, organize a review, consider handling the responsibilities of organizations and individuals related to violations in the process of management, operation, and implementation of tasks.
Mr. Nguyen Tu Son holds the position of Director of the Department.Education and TrainingFrom April 2018 to October 2020, he was the head and investor of software projects, fully responsible for all activities at this unit.
