On July 31, Tra Vinh Provincial Police temporarily detained Thach Cuong and To Hoang Chuong for abusing democratic freedoms to infringe upon the interests of the State and the legitimate rights and interests of organizations and individuals.

According to the Investigation Security Agency, Tra Vinh Provincial Police, from 2020 to present, Thach Cuong and To Hoang Chuong have regularly used social networks to compile, post, share many articles, videos and livestreams with false, fake, slanderous information, insulting the reputation of agencies, organizations, honor and dignity of individuals.
Previously, the local authorities and organizations had educated Thach Cuong and To Hoang Chuong many times, but Thach Cuong and To Hoang Chuong did not realize their wrongdoings and did not correct them. Tra Vinh Department of Information and Communications has twice administratively sanctioned Thach Cuong for posting false information, slandering, and insulting the reputation of agencies and organizations (according to the provisions of Point a, Clause 1, Article 101, Decree No. 15/2020/ND-CP dated February 3, 2020 of the Government) and requested the removal of false information on his personal page; administratively sanctioned To Hoang Chuong for providing and sharing false information on social networks.
According to the Department of Information and Communications of Tra Vinh province, after being administratively punished, the two subjects did not change their ways but continued to violate many times. Therefore, the Department of Information and Communications sent a document requesting the Investigation Security Agency and the Provincial Police to investigate and handle the two subjects according to the provisions of law.

During the investigation, the Investigation Security Agency, Provincial Police collected 11 articles and 7 videos on the personal pages of Thach Cuong and To Hoang Chuong, with sufficient evidence to prove that the content was false, fake, and violated the interests of the State, the rights and legitimate interests of organizations and individuals.
The Investigation Security Agency and the Provincial Police continue to clarify and strictly handle the case according to the provisions of law.
