Prosecuted 9 subjects in Nam Sach for disturbing public order

On January 8, the Investigation Police Agency of Nam Sach District Police decided to prosecute 9 defendants for disturbing public order, including: Luong Van Sang, Luong Quang Quyen, Dang Hoang Viet, Nguyen Van Hao, Nguyen Van Hung, Nguyen Van Tung, Nguyen Xuan Khai, Nguyen Sy Pho, and Luong Viet Phuc Son. The subjects were born between 2004 and 2006, all in Nam Sach District.

At about 9:00 p.m. on November 19, 2023, the group of 9 young men gathered, brought 4 pig traps, drove 5 motorbikes at high speed, swerved, swerved, and honked loudly on the roads leading to Han Bridge, Highway 390, Hop Tien - Thanh Quang inter-commune road, Nam Chinh - Quoc Tuan inter-commune road (Nam Sach) to find a group of young men with whom they had a previous conflict to beat and take revenge.

Approaching the intersection of La market, Hiep Cat commune, these subjects split into 2 groups. The first group of 5 subjects carried 2 pig spears and ran at high speed, weaving their way up to the gate of Hop Tien commune People's Committee. Seeing Mr. Tran Ngoc Khang (born in 2008, residing in Hop Tien commune) and Mr. Phan Van Viet Anh (born in 2007, residing in Hiep Cat commune) sitting drinking water at a roadside shop, they threatened to chase and beat them.

The second group consisted of 4 subjects driving 2 motorbikes at high speed, holding 2 pig spears and dragging them down the road creating sparks, chasing and threatening 5 other young men including: Le Kha Duc, Nguyen Van Cung, Le Kha Tu (all born in 2006), Doan The Chuyen, Tran The Anh Duong (all born in 2005), all residing in Quoc Tuan commune, Nam Sach district, on sections of Highway 390, the inter-commune road Nam Chinh - Quoc Tuan. Out of fear, Chuyen and Duong ran away and fell off their motorbikes. As a result, Duong was injured, had 20 stitches above his eyebrow, and had a broken left forearm joint; Chuyen suffered soft tissue injuries. Duong and Chuyen's motorbikes were severely damaged.

Notably, Chuyen, Duong and the other young men who were chased and beaten by the group of 9 had no previous conflicts with this group. Whenever this group of 9 encountered any young men on the street who were “unpleasant to look at”, they would chase them with pig spears and beat them.

The behavior of the 9 subjects showed contempt for the law, negatively affecting local security and order.

The Investigation Police Agency of Nam Sach District Police continues to investigate and expand the case to handle the subjects according to regulations.
