Urgently put Hai Duong Province Data Center into use

Provincial Party Secretary Tran Duc Thang requested that the Hai Duong Provincial Data Center be put into use by early January 2024 at the latest.

On the morning of November 14, Comrade Tran Duc Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial Steering Committee for Digital Transformation (hereinafter referred to as the Steering Committee) chaired a meeting of the Steering Committee to listen to a report on the results of implementing a number of digital transformation tasks in the first 10 months of 2023 and the direction of tasks for the end of the year.

Concluding the meeting, Provincial Party Secretary Tran Duc Thang affirmed that the Steering Committee highly appreciated the results of the province's digital transformation tasks in the recent past. Hai Duong is among the top in the country in digital transformation. As of June 2023, Hai Duong ranked 13th out of 63 provinces and cities, up 1 place compared to 2021. The exploitation and application of digital transformation in handling administrative procedures, medical examination and treatment, accommodation, and social security have achieved quite clear results, helping to reduce time and procedures for people and businesses.

The Provincial Party Secretary also affirmed the leadership role of the Provincial Digital Transformation Steering Committee after being reorganized and renamed from the Provincial Information Technology Steering Committee since last September.

Besides the achieved results, the Provincial Party Secretary also pointed out many shortcomings and limitations that need to be overcome immediately.

Comrade Nguyen Quang Phuc, Head of the Provincial Party Committee's Propaganda Department, expressed his opinion on the need to have digital products for each specific industry and field, and to soon put the Provincial Data Center into use.

Agreeing on the key tasks for the end of the year, Secretary of the Provincial Party Committee Tran Duc Thang requested the Party Committee of the Provincial People's Committee to direct relevant agencies and individuals to resolutely implement the solutions to the shortcomings and limitations mentioned above. First of all, the Provincial People's Committee shall immediately issue regulations according to the direction of the Provincial Party Committee Standing Committee. If there is a delay in issuing regulations, the Party Committee of the Provincial People's Committee shall report to the Provincial Party Committee Standing Committee to change the member in charge of this matter.

Provincial Party Secretary Tran Duc Thang requested the Departments of Information and Communications and Finance to coordinate in selecting appropriate tasks on digital transformation to allocate funding for 2023 and estimate funding for 2024. Pay attention to allocating information technology human resources to agencies and units that are still lacking. The Party Committee of the Provincial People's Committee directed the Department of Home Affairs in December to arrange and adjust the payroll between agencies and units accordingly and have a recruitment mechanism without examination for high-quality human resources in information technology.

Departments, branches and localities focus on building a shared data warehouse for the province, planning data for exploitation and sharing, with attention paid to building land data. Provincial Party Secretary Tran Duc Thang requested that the Hai Duong Provincial Data Center be put into use by early January 2024 at the latest. Promote online public services and cashless payments. Check and review security issues and ensure information security at provincial agencies and units.

Provincial Party Secretary Tran Duc Thang directed that after this meeting, the Provincial Party Committee Office issue a notice concluding the Steering Committee meeting, clearly identifying the shortcomings, limitations and causes, providing specific solutions, clearly defining the responsibilities of each agency, organization and individual, and setting a deadline for resolving the work.

Opinions at the meeting focused on analyzing and clarifying the achieved results as well as limitations and difficulties such as the delay in issuing the ICT Architecture Framework for smart cities in Hai Duong province; the Plan to implement the Strategy for developing the digital economy and digital society to 2025, with a vision to 2030; difficulties and obstacles when there are no regulations on hiring information technology services.

Delegates also proposed and recommended many solutions to promote digital transformation in the coming time. The Department of Information and Communications has completed the draft Project to adjust the Project "Building e-government and smart cities in Hai Duong province for the period 2020-2025, with a vision to 2030" and sent it to the Provincial People's Committee to prepare the content of the report to the Provincial Party Committee Standing Committee. Discussed the need for digital products for each specific industry and field; lack of IT human resources; attention to ensuring network safety and security.
