Strengthening people's trust

Reporting at the Conference, Deputy Head of the Central Committee for Mass Mobilization Pham Tat Thang said that in the first 6 months of the year, with the close leadership and direction of the Party and the dynamic, creative and drastic management and administration of the State, the country's socio-economic activities recovered quickly.

In the overall results of the country, there is an important contribution of the mass mobilization work of the entire political system. Mass mobilization work in the first 6 months of the year continued to innovate both in content and method of operation and had positive changes with some outstanding results. Accordingly, Party committees at all levels continued to pay attention to, strengthen leadership and direction of mass mobilization work of the political system.

The Central Executive Committee, the Politburo, and the Secretariat have issued specialized resolutions on major policies that directly affect the lives of people of all walks of life regarding agriculture, farmers, rural areas, collective economy, and regional development; assigned the Central Committee for Mass Mobilization to preside over the consultation and summary of 6 resolutions and directives on mass mobilization work and preside over the development of 2 projects on mass organizations assigned by the Party and the State. Party committees and organizations from the provincial to grassroots levels have basically advised on the deployment and implementation of Decision No. 23-QD/TW of the Politburo on the Regulations on mass mobilization work of the political system; issued many directive documents; strengthened inspection and supervision, including the implementation of Party documents on mass mobilization, ethnic and religious work.

In addition, state agencies and authorities at all levels focus on effectively implementing mass mobilization work in deploying solutions to urgently serve the work of preventing and fighting the COVID-19 pandemic; promptly removing difficulties to promote, restore and develop the socio-economy. The Fatherland Front and socio-political organizations continue to innovate the content and methods of operation, shifting the focus to the grassroots, ensuring the implementation of political tasks associated with the legitimate and legal interests of union members, association members and people. Patriotic emulation campaigns and movements are increasingly practical, contributing to creating social consensus, promoting democracy, consolidating trust and serving as a bridge to maintain close ties between the Party and the people.

Along with that, the Mass Mobilization Committees at all levels ensure the progress of advising the Party Committees to summarize and summarize a number of Party documents on mass mobilization work; conduct research on a number of projects to be submitted to the Politburo and the Secretariat in the last 6 months of 2022; perform well the tasks of the standing agencies of a number of Steering Committees on mass mobilization and religious work, implement the grassroots democracy regulations and work coordination programs; focus on advising and grasping the situation of organizing term congresses of a number of socio-political organizations, mass organizations, and religious organizations. The Mass Mobilization Committees at all levels proactively advise and coordinate to effectively implement mass mobilization work in ethnic minority areas, religious people, and overseas Vietnamese.

Mass mobilization work of the entire political system contributes positively to creating consensus, mobilizing people to actively participate in implementing the Party's guidelines and policies, the State's policies and laws; consolidating the great national unity bloc; promoting socialist democracy and the great strength of the people in the cause of national construction and defense, contributing to consolidating people's trust in the Party, the State, the political system, and building close relations between the Party and the people.

In addition to the achieved results, the mass mobilization work in the first 6 months of 2022 still has limitations that need to be overcome, especially the work of grasping the people's situation, the ethnic and religious situation, which is sometimes passive and confused; the ability to forecast the situation and the skills to advise on resolving specific mass mobilization situations at the grassroots level are still limited.

Effectively implement programs to coordinate mass mobilization work.

Acknowledging the achievements of the mass mobilization system and the cadres working in mass mobilization nationwide in the first 6 months of the year, Head of the Central Mass Mobilization Commission Bui Thi Minh Hoai emphasized the tasks for the last 6 months of the year, in which the Mass Mobilization Commissions at all levels actively and proactively implemented, completed on schedule, ensured the quality of projects, summarized and concluded resolutions, directives and conclusions of the Central Executive Committee, the Politburo, the Secretariat and Party committees on mass mobilization work. In particular, the Central Mass Mobilization Commission submitted 4 projects to the Politburo and the Secretariat; advised the Central Steering Committee on summarizing 20 years of implementing Resolution 23-NQ/TW, dated March 12, 2003 of the 9th Party Central Executive Committee on promoting the strength of national solidarity for a rich people, a strong country, a fair, democratic and civilized society; directed the work of summarizing, surveying and inspecting in localities; deploying the summary of 25 years of implementing Directive No. 62-CT/TW.

The Mass Mobilization Committees at all levels focus on summarizing and concluding documents on mass mobilization work according to the guidance of the Central Mass Mobilization Committee and a number of Central Steering Committees of which the Central Mass Mobilization Committee is the standing agency; at the same time, continue to advise on the effective implementation of Decision No. 23-QD/TW, dated July 3, 2021 of the Politburo on the Regulations on mass mobilization work of the political system; Action Program to implement the Resolution of the 13th National Party Congress, Party Congresses at all levels on mass mobilization work and promptly disseminate and deploy newly issued documents.

In addition, the People's Mobilization Committees at all levels perform well the tasks of the standing agencies of the Steering Committees on people's mobilization work, deploy the implementation of work tasks in accordance with the regulations and work plans set out, focus on inspecting the implementation of people's mobilization work; effectively implement programs to coordinate people's mobilization work with ministries, branches, central agencies and local departments and branches.

The Head of the Central Committee for Mass Mobilization emphasized the task of advising the Party Committee to direct stronger innovation in the content and methods of operation of the Vietnam Fatherland Front and socio-political organizations; improve the quality of supervision and criticism activities; advise the leadership and direction of congresses of youth unions at all levels and the 12th National Congress of the Ho Chi Minh Communist Youth Union, term 2022 - 2027; Congresses of Veterans Associations at all levels and the 7th National Congress of the Vietnam Veterans Association; Congresses of Trade Unions at all levels and the 13th Congress of the Vietnam Trade Union, term 2023 - 2028.

Improve the quality of cadres, Mass Mobilization Committees at all levels, coordinate training, fostering, education, and exchange of practical experiences in mass mobilization work for cadres in the political system and cadres directly involved in mass mobilization work; continue to implement and replicate models and typical examples of the "Skilled Mass Mobilization" emulation movement; organize practical and meaningful activities to celebrate the 92nd anniversary of the Party's Mass Mobilization Work Tradition Day (October 15, 1930 - October 15, 2022).
