Thinking about innovation in mass mobilization work in Hai Duong

2023 marks the 10th anniversary of the birth of an important resolution on mass mobilization work. That is Resolution No. 25-NQ/TW dated June 3, 2013 of the Party Central Committee (11th tenure) on "Strengthening and innovating the Party's leadership over mass mobilization work in the new situation".

In Hai Duong province, on August 20, 2013, the Provincial Party Committee issued Action Program No. 37 - CTr/TU on implementing Resolution No. 25-NQ/TW. All District, Town, and City Party Committees have also issued Action Programs to implement Resolution No. 25-NQ/TW. From 2013 to the end of 2022, Party committees at all levels in Hai Duong province have issued 1,214 documents specifying, leading, directing, and organizing the implementation of Resolution No. 25-NQ/TW.

Looking back at a decade of implementing Resolution No. 25 - NQ/TW, it can be seen that awareness of the role and responsibility for mass mobilization work in the new situation has been gradually raised. Party committees and authorities at all levels in Hai Duong have strengthened leadership, direction, and organization of mass mobilization work in conjunction with specific tasks in localities and units. The Party's leadership method for mass mobilization work has been innovated in the direction of democracy, relying on the people, subject to people's supervision, strongly promoting the great role and strength of the people. Authorities at all levels in the province have promoted administrative reform to facilitate the people. The emulation movement "Skillful mass mobilization" has taken place vigorously at all levels, sectors, agencies, units...

The results of mass mobilization work have significantly contributed to Hai Duong province's successful implementation of its tasks, creating social consensus and consolidating the great national unity bloc.

In addition to the achieved results, the mass mobilization work of the political system in Hai Duong province also has some difficulties and limitations. Some Party committees, authorities, and leaders have not had a correct understanding of mass mobilization work, and even show signs of taking it lightly. The leadership methods of some Party committees on mass mobilization work are slow to innovate. Sometimes, the grasp and forecast of the people's situation are not timely. The coordination between agencies and units doing mass mobilization work is sometimes not tight. The activities of grassroots mass mobilization blocs, mass mobilization teams in villages and residential areas are not diverse. The emulation movement "Skillful mass mobilization" in some places is still formalistic. Some pressing issues of the people have not been completely resolved...

Our Party always identifies mass mobilization work as a task of strategic significance to the country's revolutionary cause, an important condition to ensure the Party's leadership, consolidate and strengthen the flesh-and-blood relationship between the Party, the State and the people. In the "Letter to the People's Committees of regions, provinces, districts and villages" dated October 17, 1945, President Ho Chi Minh once advised: "Whatever is beneficial to the people, we must do our utmost. Whatever is harmful to the people, we must avoid at all costs. We must love and respect the people, then the people will love and respect us." These are very profound and practical teachings for every cadre and party member when doing mass mobilization work.

Party committees, authorities, the Fatherland Front and mass organizations in Hai Duong province need to continue to thoroughly understand the viewpoints stated in Resolution No. 25-NQ/TW and Uncle Ho's teachings on mass mobilization work. In short, those thoughts clearly demonstrate the revolutionary ideology that the cause of the people, by the people, for the people; the people are the masters, the people are the masters. All viewpoints and policies of the Party and laws of the State must be consistent with the interests of the people, by the people, for the people. Each cadre, party member, civil servant and public employee must be exemplary so that the people can trust and follow. Mass mobilization work is the responsibility of the entire political system, of cadres, party members, civil servants, public employees, union members, members of mass organizations, cadres and soldiers of the armed forces. The driving force behind the people's movement is to promote the right to mastery, to respond to the practical interests of the people; to harmoniously combine interests; rights must go hand in hand with civic obligations; Focus on the direct interests of the people; mobilizing people's strength must go hand in hand with nurturing people's strength...

10 years of implementing Resolution No. 25-NQ/TW in Hai Duong province also brought some valuable lessons. That is, mass mobilization work must have the synchronous participation of the entire political system, attaching the responsibility of the heads of Party committees, authorities, agencies, units, cadres, and party members in deploying and implementing directives and resolutions of the Party and State on mass mobilization work. Regularly innovate propaganda work and methods of operation with diverse and rich forms. Take work efficiency and people's satisfaction as a measure to evaluate the effectiveness of mass mobilization work. Focus on selecting cadres with expertise and specialized qualifications to do mass mobilization and mass organization work. Direct the decisive resolution of complex and outstanding issues right from the grassroots level...

Those important lessons need to be inherited and applied appropriately to continue promoting mass mobilization work in the coming time, contributing to arousing the great strength of the people, building a developed and civilized Hai Duong province.
