Due to long-term sedimentation, wild plants growing, and no sewers... the canal leading to Deo Gai pumping station in Phu Thu ward (Kinh Mon, Hai Duong) has difficulty draining water.

The Deo Gai pumping station channel is 1,600 m long and is responsible for draining water for 12 hectares of Dong Ly and Doc Tren fields and residential areas No. 1 and No. 8 of Phu Thu ward. Due to long-term sedimentation and the growth of weeds, the drainage function of the channel has been affected.

Since the Hai Duong Provincial People's Committee approved the implementation of the Bac Phu Thu urban area project, the project investor has renovated the canal leading from the Deo Gai pumping station in the urban area to the Xanh River. The Kinh Mon Irrigation Works Exploitation Enterprise only manages the remaining 600 m of canal - the section from the Deo Gai pumping station to the canal section adjacent to the renovated canal of the Bac Phu Thu urban area.

However, the head of the urban area's renovated canal adjacent to the Green River has no sewer or water regulation system. During the recent flood caused by storm No. 3, the water outside the Green River rose and flowed back into the city, causing flooding in people's houses.

Propose that Kinh Mon Irrigation Works Exploitation Enterprise soon install a water regulation sluice at the junction between the Deo Gai pumping station channel and the improved canal of Bac Phu Thu urban area; the investor of Bac Phu Thu urban area construct a sluice adjacent to the Xanh River, ensuring irrigation and drainage regulation for agricultural production and people's lives.
