The People's Committee of Thanh Ha district (Hai Duong) has announced a plan to enforce the implementation of three important projects in January to ensure site clearance progress and promote the implementation of projects in the area.
According to this decision, the Thanh Ha District Compensation, Support and Resettlement Council will enforce a mandatory inventory of 2 households to build the Thanh Son Commune Police headquarters. To implement this project, The district must reclaim land from 5 organizations and families. The project is invested by the Thanh Ha District Construction Investment Project Management Board. The project was approved by the District People's Committee in September 2024.
Compulsory land acquisition of 3 households in Vinh Cuong commune to expand road 390. Project Upgrading and expanding provincial road 390 from Hop Thanh bridge to Quang Thanh bridge. This project is invested by the Hai Duong Provincial Investment and Construction Project Management Board; reclaiming land from 473 households. By December 31, 2024, 470 households and individuals had received money and agreed to hand over land for site clearance. Currently, there are 3 households in Vinh Cuong commune who have not agreed.
The district will also organize compulsory land recovery to implement the Residential Area Construction Project of Tan An Commune and Thanh Khe Commune (now Thanh Ha Town). This project is implemented by Viet Sec Group Joint Stock Company and Au Viet Group Joint Stock Company; land must be recovered from 108 organizations, individuals and families. Up to now, 7 families and individuals in Thanh Ha Town have not agreed to sign the compensation, support and site handover plan. The project was approved by the Hai Duong Provincial People's Committee in 2021, but has been behind schedule for many years.
According to Ms. Hoang Thi Thuy Ha, Permanent Vice Chairwoman of Thanh Ha District People's Committee, Chairwoman of the District Compensation, Support and Resettlement Council, the main reason why families and individuals do not agree to receive compensation and support to hand over land to the State is due to requests for compensation for land and assets attached to land located in the traffic corridor; recommendations on unit prices for compensation for crops, houses, housing, construction works attached to land...
Before issuing the enforcement decision, the District Compensation, Support and Resettlement Council propagated and explained the policies on compensation and support when the State reclaims land, the rights and obligations of land users, organized dialogues, mobilized and persuaded many times, but the above households still did not comply.
To ensure the project is implemented on schedule, the Thanh Ha District Compensation, Support and Resettlement Council has proposed that the Chairman of the Thanh Ha District People's Committee organize compulsory inventory and land recovery for households that do not comply.
