Closing of Vinh Tuy 2 Bridge

Attending the Closing Ceremony of Vinh Tuy Bridge Phase 2 were Permanent Deputy Secretary of the Hanoi Party Committee Nguyen Thi Tuyen, Chairman of the Hanoi People's Committee Tran Sy Thanh, Vice Chairman of the Hanoi People's Council Pham Quy Tien, Vice Chairman of the Hanoi People's Committee Duong Duc Tuan, and leaders of relevant departments, branches and localities.

Ensure progress and quality

The Vinh Tuy Bridge construction investment project phase 2 is one of the key traffic works of Hanoi City in the period of 2021 - 2025, belonging to the list of works focused on direction according to Program No. 03 - CTr/TU dated March 17, 2023 of the Hanoi Party Committee.

Due to the special importance of Ring Road 2 to the capital's transportation network, the city has determined to focus on investing in Vinh Tuy Bridge Phase 2 to close Ring Road 2 according to the plan, avoiding the formation of bottlenecks on Vinh Tuy Bridge after completing the Ring Road 2 section from Nga Tu So - Vinh Tuy Bridge.

Director of the Hanoi Traffic Construction Investment Project Management Board Nguyen Chi Cuong said that in 2019, Hanoi reported to the Prime Minister on the need to soon start construction of Vinh Tuy Bridge Phase 2, and requested permission to convert the investment form from BT to public investment using the city's budget and was approved by the Prime Minister.

The project started on January 9, 2021. During the implementation period, there were times when it was greatly affected by the Covid-19 pandemic as well as the complex difficulties of construction in crowded urban conditions.

“However, under the attention, close direction, and maximum facilitation of the City Party Committee, People's Council, and People's Committee, along with the determined efforts of the Project Management Board and contractors, Vinh Tuy Bridge Phase 2 has ensured progress. The main bridge over the main stream, 955m long, has been completed with quality and safety,” said Mr. Nguyen Chi Cuong.

Mr. Dao Ngoc Thanh - Chairman of the Board of Directors of Vinaconex Corporation added: "The project has received the attention and strong direction of the leaders of the City Party Committee and People's Committee, as well as the participation of the entire political system, departments and branches of Hanoi City in removing obstacles in procedures and capital sources, to create conditions for the contractor to speed up the implementation progress".

“After the project is completed, the contractors will urgently complete the remaining items, committed to completing the project on schedule to celebrate the 78th National Day of the Socialist Republic of Vietnam (September 2, 2023) and the 69th anniversary of the Liberation of the Capital (October 10, 2023),” said Mr. Dao Ngoc Thanh.

Praising the efforts of the team implementing the Vinh Tuy Bridge project phase 2, Chairman of Hanoi People's Committee Tran Sy Thanh presented meaningful gifts to the investor - the City Traffic Construction Investment Project Management Board and related contractors and localities.

On behalf of the city's leaders, Vice Chairman of Hanoi People's Committee Duong Duc Tuan commended and highly appreciated the efforts of the city's departments, branches, and sectors, the People's Committees of Hai Ba Trung and Long Bien districts, the investor and construction units, officers, engineers, workers, etc., who overcame many difficulties during the project implementation process.

“Despite the impact of the Covid-19 pandemic, high fluctuations in material prices, and difficult construction conditions, the investor and contractors have come up with technical solutions suitable to actual conditions, ensuring construction progress so that today the project has basically been completed according to the set goals, ensuring quality, safety and urban aesthetics” – the Vice Chairman of the City People's Committee said; at the same time, he commented that when the Vinh Tuy Bridge phase 2 project is put into use, traffic pressure will be concentrated on the Nga Tu So intersection.

Therefore, to complete the Ring Road 2 according to the planning, overcome the traffic congestion at the Nga Tu So intersection, create smoothness and convenience for people and vehicles when traveling, reduce costs and waiting time due to traffic congestion;

At the same time, contributing to gradually solving urgent problems of urban traffic and forming the city's framework traffic infrastructure, the Vice Chairman of the City People's Committee requested the Department of Transport, the Department of Planning and Investment to preside over and coordinate with the City Traffic Construction Investment Project Management Board and related units to prepare a report proposing investment policies for two projects: Designing an overpass connecting all directions through the intersection of Nga Tu So - Nguyen Trai; and expanding Ring Road 2, Nga Tu So - Cau Giay section according to the plan.

In recent times, the investment, construction and development of Hanoi's transport infrastructure has made strong and effective progress. This is a strong mark of the close direction and comprehensive support of the Hanoi Party Committee, People's Council and People's Committee.

Although the context in recent years has been very difficult due to the impact of the pandemic, escalating raw material prices, many projects have had to convert their investment form from public-private partnership - PPP to public investment, but with the support and urging from the City Party Committee, People's Council, and People's Committee, many important works and projects, which are vital to the capital's traffic, have been accelerated, resolutely overcoming difficulties to implement and complete.
