According to the indictment presented by the representative of the Hai Duong Provincial People's Procuracy at the trial, Vu Tri Tuyen (born in 1989, residing in Thanh Binh Ward, Hai Duong City) is an officer at Hoang Tien Prison (Ministry of Public Security). Tuyen knew Do Thanh Phuc (born in 1990, residing in Gia Xuyen Commune, Hai Duong City), a prisoner serving his sentence at the prison. In 2019, Phuc completed his prison sentence and returned to his hometown.
In early July 2022, Phuc told Tuyen that he was managing an online gambling account at the website "bong88.com", if he knew anyone who wanted to get a betting account, Phuc would provide the betting account, Tuyen agreed.
From July 20 to September 27, 2022, Tuyen received from Phuc 7 gambling accounts on the above website, with the conversion price of betting points from 40,000 to 100,000 VND/point. Tuyen then handed over 3 accounts to Nguyen Dinh Tuan (born in 1984, residing in Sao Do ward, Chi Linh) to use for gambling; handed over 1 account to Pham Minh Tien (born in 1991, residing in Thanh Binh ward), then Tien handed over this account to Vu Tuan Dung (born in 1990, residing in Thanh Binh ward). Tuyen handed over the remaining 3 accounts to Vu Toan Thang (born in 1984, residing in Sao Do ward) to gamble. All 7 accounts above were gambled at least once for 5 million VND or more, with a total amount of more than 17.8 billion VND. Tuyen did not gain any illegal profit from organizing gambling.
The defendants Tuyen, Tien, and Tuan were former police officers at Hoang Tien Prison (Ministry of Public Security). Thang was a police officer at Bac An Commune (Chi Linh), and Dung was a doctor. All five defendants had mitigating circumstances.
During the investigation, Phuc was not present in the locality, so the Investigation Police Agency of Hai Duong Province Police decided to separate the case for further investigation and handling.
At the trial, in addition to the acts that the Provincial People's Procuracy proposed to prosecute, defendant Vu Tri Tuyen also committed other crimes, so the Trial Panel decided to return the case file to the Hai Duong Provincial People's Procuracy for further investigation.
