Hai Duong promotes policy credit

The People's Committee of Hai Duong province has just sent an official dispatch to the provincial branch of the Bank for Social Policies, the People's Committees of localities, a number of related departments, branches, and socio-political organizations of the province to promptly implement policy credit programs to serve life and consumption to meet the needs of beneficiaries, prevent and repel "black credit" in implementing the Prime Minister's Official Dispatch 766/CD-TTg.

Accordingly, localities balance and prioritize the allocation of capital from local budgets entrusted to the provincial branches of the Social Policy Bank to supplement loan capital, promptly meet the needs of beneficiaries; in which, attention is paid to allocating a part of capital from local budgets for lending to areas serving life and consumption; directing the implementation of social policy credit programs in the area, focusing on credit serving life and consumption such as loans for students, clean water and rural environmental sanitation, social housing... ensuring the right beneficiaries, timely, public, transparent, creating favorable conditions for customers in accessing social policy credit capital, complying with regulations and instructions of the Social Policy Bank.

Relevant departments, branches and socio-political organizations of the province coordinate with the provincial branch of the Vietnam Bank for Social Policies to review beneficiaries, synthesize capital needs for policy credit programs, promptly grasp the loan needs of poor households and other policy subjects. Strengthen the dissemination and propaganda of the Party and State's policies and guidelines on social policy credit, beneficiaries, loan levels, loan interest rates, and products and services provided by the Vietnam Bank for Social Policies to all classes of people through mass media; publicize policies, processes and procedures for borrowing capital at the headquarters of the People's Committee at the commune level; focus on propagating the harmful effects of "black credit" as well as grasping and promptly reflecting the current situation of "black credit" in the area to have solutions to prevent and repel it.

Strengthen inspection, supervision and social criticism of social policy credit activities at the grassroots level, promptly receive feedback on people's needs and recommendations on social policy credit activities to competent authorities. Coordinate with relevant agencies in applying population data, identification, and electronic authentication to review, authenticate, and evaluate loan customers.
