Up to now, the number of young cadres participating in commune-level Party committees and the results of implementing some leadership title standards have soon exceeded the targets according to Project 02.
Young cadres under 40 years old participating in commune-level Party committees reached nearly 27%.
On November 30, the 17th Conference of the Executive Committee of the Hai Duong Provincial Party Committee, term XVII, reviewed the report on the implementation results of Project No. 02-DA/TU, dated August 15, 2021 of the Standing Committee of the Provincial Party Committee on building a team of leaders and managers at all levels, especially leaders with sufficient qualities, capacity and prestige to meet development requirements, period 2021-2025, orientation to 2030.
Up to now, Hai Duong has achieved the targets set out in Project 02-DA/TU earlier than expected.
Regarding the building of a team of leaders and managers at all levels that meet the standards of job titles, positions and competency frameworks as prescribed: By 2023, 25.2% of the cadres under the management of the Provincial Party Committee Standing Committee will meet the standards of senior experts (the target by the end of 2025 is over 20%); 100% of leaders at the department and branch levels will meet the standards of senior experts (the target by the end of 2025 is achieved); 86% of the cadres under the management of the District Party Committee Standing Committee (excluding commune-level cadres) will meet the standards of senior experts (the target by the end of 2025 is 70%).
The whole province has 869 young cadres under 40 years old participating in commune-level Party committees, reaching 26.87% (the Project's target is not less than 15%).
Party committees at all levels in the province have focused on directing the improvement of the quality of the staff, strictly managing the staff, continuing to innovate and improve the quality and effectiveness of staff work. Implementing the contents of staff work, ensuring standards, publicity, transparency, and following the correct procedures. Staff evaluation work has been innovated and effective. Effectively implementing the solutions in Project 02-DA/TU contributes to promoting socio-economic development, ensuring national defense and security; innovating and improving the quality of Party building work, and building a clean and strong political system.
Lack of determination to arrange other work for staff with limited capacity
Along with the results achieved, the Standing Committee of the Provincial Party Committee assessed that the capacity of leaders and managers in some places was not up to the task requirements of the renovation period; leadership and direction in solving practical problems were not proactive, lacked determination, and were not highly effective. The work of building a team of leaders and managers at the provincial and district levels did not meet the requirements regarding the proportion of young and female cadres. The arrangement of the Party Secretary at the commune level to also be the Chairman of the People's Committee at the commune level was low. The proportion of young cadres promoted to become Vice Chairmen of the People's Committees of communes, wards, and towns was still very limited.
The Standing Committee of the Provincial Party Committee believes that the annual evaluation and classification of leaders and managers in some places is still formal, and the rate of "excellent task completion" is higher than the regulations. Evaluation of cadres before appointment and nomination for candidacy sometimes and in some places does not pay attention to the quality and efficiency of work. There is still a lack of determination in arranging other jobs for cadres with limited capacity...
One of the causes of the limitations is that some Party committees, leaders of organizations, agencies and units have not focused on leading the implementation of some tasks in Project 02-DA/TU; the responsibility for cadres and cadre work is not really comprehensive and profound; there are no strong, breakthrough solutions to improve the quality of cadres, especially leaders and managers.
The Standing Committee of Hai Duong Provincial Party Committee proposed 6 groups of solutions to continue implementing Project 02-DA/TU.
In particular, Hai Duong will strictly implement Regulation No. 114-QD/TW, dated July 11, 2023 of the Politburo on controlling power and preventing and combating corruption and negativity in personnel work and regulations on the authority and responsibility of leaders in personnel work; regulations on protecting those who dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate, dare to face difficulties and challenges. At the same time, strengthen inspection, supervision, Party discipline and strictly control the power of cadres; strictly control power in each stage of personnel work.
