Hai Duong discovered more than 148.8 billion VND in violations through inspection and examination.

In 2024, Hai Duong inspection sector conducted 115 administrative inspections; 382 specialized inspections and checks, thereby detecting economic violations of VND 148.8 billion, recommending the recovery of VND 48.7 billion.

On the morning of December 28, in Hanoi, the Government Inspectorate held a national online conference to summarize the work in 2024 and deploy the tasks in 2025 of the inspection sector.

Comrade Nguyen Hoa Binh, Politburo member, Permanent Deputy Prime Minister attended and directed the conference.

Comrade Tran Van Quan, Vice Chairman of the Provincial People's Committee chaired the conference at Hai Duong bridge point.

At the conference, Government Inspector General Doan Hong Phong said that for the inspection sector, 2024 is a year with a large amount of work, especially urgent tasks assigned by the Central Steering Committee on anti-corruption, waste and negativity; the Government, the Prime Minister and heads of administrative agencies at all levels.

“Under the correct, flexible and creative leadership and direction of the Party Central Committee, the Politburo, the Secretariat, the National Assembly, the Government, the Prime Minister, together with all levels and sectors, the Government Inspectorate and the inspection sector have made great efforts, overcome all difficulties and challenges, united and completed excellently all assigned tasks, and achieved many important results,” said Government Inspector General Doan Hong Phong.

This result has contributed to preventing corruption and negativity, stabilizing political security, social order and safety, and developing the country's economy and society.

Deputy Inspector General of the Government Duong Quoc Huy then presented the draft report summarizing the work in 2024 and the key directions and tasks in 2025 of the inspection sector, clearly stating the results achieved.

More than 2,200 people secured, rights restored


According to Mr. Duong Quoc Huy, the Government Inspectorate and inspectors of ministries, branches and localities focus on inspecting State management work in branches and fields that are prone to corruption and negativity, have many complaints and denunciations, and are of public concern.

The inspection sector also proactively monitors, urges, and inspects the implementation of inspection conclusions to promptly and legally handle violations of collectives and individuals; recover lost and misappropriated assets; rectify state management work and perfect policies and laws in the inspected fields.

Synthesized data shows that the whole industry has carried out 6,673 administrative inspections and 118,983 specialized inspections and checks.

Through inspection, management was rectified, legal mechanisms and policies were improved in many areas; economic violations of 157,585 billion VND and 245 hectares of land were discovered; and administrative sanctions were recommended for 2,360 groups and 9,017 individuals.

Notably, the entire inspection sector has transferred 269 cases and 173 subjects to the investigation agency for consideration and handling.

Regarding the work of receiving people and resolving complaints and denunciations, according to Deputy Inspector General of the Government Duong Quoc Huy, all levels and sectors have made many efforts to improve quality and efficiency.

“The results of citizen reception and complaint and denunciation settlement have significantly contributed to strengthening people's trust in the Party and State, creating political stability, ensuring security and order, serving political and cultural events and socio-economic development tasks,” said Mr. Duong Quoc Huy.

The report shows that the rate of handling complaints and denunciations under its authority reached 85.4%, higher than the Government's target (85%), especially the rate of handling denunciations (reaching 88.5%).

State administrative agencies at all levels have resolved 25,823 out of a total of 30,238 complaints and denunciations under their authority.

Thereby, it has proposed to recover for the State nearly 34 billion VND, more than 19 hectares of land; return to organizations and individuals more than 106 billion VND, 1.5 hectares of land; restore and ensure the rights of 26 organizations, 2,235 individuals; propose to handle 543 people; transfer to the investigation agency for consideration and handling of 17 cases, 21 subjects.

Detected 61 cases, 107 people involved in corruption


The work of preventing and combating corruption and negativity continues to be focused on synchronously and effectively implementing tasks under the direction of the Central Government, the Government and the Prime Minister.

Mr. Duong Quoc Huy said that the Government Inspectorate has guided and urged sectors and levels to implement solutions to prevent corruption.

Regarding the implementation of the code of conduct and professional ethics, ministries, branches and localities inspected 4,653 agencies, organizations and units; promptly detected and corrected violations and handled 164 violating officials, civil servants and public employees.

All levels and sectors also transferred the work positions of 18,635 cadres, civil servants and public employees to prevent corruption.

Also in 2024, the authorities verified the declaration of assets and income of 6,775 people; from which 10 people were disciplined for dishonest declaration of assets and income.

In addition, during the reporting period, there were 46 cases where leaders were found to be irresponsible for corruption, and 52 people were disciplined.

Notably, the agencies discovered 61 cases and 107 people involved in corruption. Of these, 11 cases and 19 people were discovered through internal inspection; 36 cases and 69 people were discovered through inspection and examination; and 14 cases and 19 people were discovered through handling complaints and denunciations.

Referring to the work of building the industry, according to Mr. Duong Quoc Huy, in 2024, the inspection industry has had many solutions to strengthen discipline, administrative discipline, and public ethics.

This has improved operational efficiency, especially in speeding up progress and improving the quality of inspections.

“The Government Inspectorate and the entire sector have paid attention to reviewing, amending, supplementing, and perfecting regulations and rules on personnel organization; consolidating and perfecting the organizational apparatus; implementing well personnel policies; giving timely and proper rewards; focusing on training and fostering professional skills for inspection sector staff...”, Deputy Inspector General of the Government Duong Quoc Huy said.

In 2024, Hai Duong organized 11 classes to disseminate and educate the law on anti-corruption with 1,110 participants; transferred 320 people to different positions; organized the verification of assets and income of 47 people under the control of the Provincial Inspectorate. Through verification, it was concluded that 1 case of dishonest asset declaration was committed and a warning was issued.

In 2024, the Hai Duong inspection sector conducted 115 administrative inspections; 382 specialized inspections and examinations. Through inspections and examinations, the inspection sector discovered economic violations of VND 148.8 billion, proposed to recover VND 48.7 billion, the rest were recommendations for other economic handling; imposed administrative fines of VND 8.7 billion, and administratively handled 6 individuals. Through inspections, 1 case was transferred to the Investigation Police Agency of the Provincial Police for investigation and settlement according to regulations.

In 2024, the two-level investigation agency under Hai Duong Provincial Police handled and resolved 26 corruption cases with 54 defendants; proposed to prosecute 14 cases with 39 defendants, and is investigating 12 cases with 15 defendants. The assets damaged by corruption and negativity discovered were more than 7.7 billion VND, of which more than 2.6 billion VND has been recovered.

In addition, the Provincial Steering Committee for Anti-Corruption and Negative Matters has directed the implementation of 3 supervisions on power control and anti-corruption and negative matter prevention for 2 Party Committees of departments, 5 Standing Committees of district-level Party Committees and the Party Committee of the Provincial Court.

Hai Duong Inspectorate has conducted 25 inspections on the responsibility of heads of agencies and units in implementing the law on inspection, receiving citizens, handling complaints and denunciations and preventing corruption. Through the work of supervision, inspection and examination, the limitations and shortcomings of the units have been promptly corrected and overcome.
