The implementation of the "Learning Citizen" model in Hai Duong has achieved many positive results, contributing significantly to improving people's knowledge and building a learning society.
Mr. Nguyen Huu Doan, Chairman of the Hai Duong Provincial Association for the Promotion of Education, said that the Provincial Association for the Promotion of Education has been actively working with the political system to effectively implement Decisions 1373/QD-TTg, Decision 387/QD-TTg and Decision 677/QD-TTg on building a learning society, promoting the lifelong learning movement among citizens, families, clans, communities and units in the period of 2021-2030. In particular, special attention is paid to implementing the program "Building a model of learning citizens in the period of 2021-2030" according to Decision No. 677/QD-TTg of the Prime Minister.
Since 2021, the Provincial Association for Promotion of Education has piloted the "Learning Citizen" model in Thanh Mien, Kim Thanh districts and Hai Duong city. Each locality selected 3 communes and wards with a total of 93 citizens registering to achieve the title of "Learning Citizen", including: retired officials, officials, civil servants, public employees and teachers. As a result, all 93 people achieved the title of "Learning Citizen". By 2023, the "Learning Citizen" model had been widely deployed to many target groups in the province.
Specifically, the group of farmers and rural workers has more than 246,000 people registered for the title of “learning citizen”, of which more than 43.4% of them achieved. The group of workers, craftsmen, and household appliance repairmen has more than 211,000 people registered, more than 64.7% of them achieved. The group of managers, civil servants, and public employees from the commune level and above, entrepreneurs, and business managers has more than 61,000 people registered, more than 86.7% of them achieved.
The Provincial Association for Promotion of Education has taken the lead in integrating propaganda activities through the system of Associations for Promotion of Education at all levels; developed plans and implemented the projects "Promoting lifelong learning movements in families, clans, and communities in the period of 2021-2030" and "Building a model of learning citizens in the period of 2021-2030". At the same time, it proposed to develop and promulgate criteria for learning citizens, replicate learning models in society, and be suitable for local practices.
By the end of 2023, 12 District-level Education Promotion Associations had coordinated to open training courses for over 900 district- and commune-level education promotion officers. Chi Linh City alone selected models of education and talent promotion of a number of typical families and clans to report at the training courses, and trainees learned from their experiences.
Over the past 5 years, the results of implementing the learning criteria each year have been higher than the previous year. Specifically, in 2023, the whole province had more than 515,400 families registering for the title of "learning family", of which 88% of families were recognized. Nearly 8,400 clans registered for "learning clan", 84.9% of clans achieved. More than 126,000 units registered for the title of "learning unit", nearly 100% of units achieved. More than 107,300 village-level communities registered for the title of "learning community", 98% of communities achieved. More than 297,000 citizens registered for the title of "learning citizen", 57.2% of citizens achieved.
To achieve the above results, the Association for Promotion of Education at all levels has implemented many synchronous solutions to raise awareness and significance of the work of promoting education, promoting talents, and building a learning society. From there, each citizen is self-aware of the importance and participates in the "Learning Citizen" model.
The Association for Promotion of Education at all levels actively cooperates with the education sector and localities to promote the activities of 235 community learning centers in the province, partly meeting the people's need to "learn what is needed". The Association for Promotion of Education at all levels has coordinated to organize many practical activities in the "Week of responding to lifelong learning", the Month of Promotion of Education and the celebration of Vietnam Promotion of Education Day on October 2; giving gifts, scholarships, savings books, and houses of gratitude to students in difficult circumstances; paying attention to the development of families promoting promotion of education...
Lack of facilities, funding, human resources
In addition to the achieved results, Mr. Doan said that there are still many difficulties due to lack of facilities, funding, and human resources to implement the model of "Learning Citizens" for each citizen. The policy mechanism for education promotion officers has not received full attention. Grassroots education promotion officers are mainly elderly people, many of whom have limited technology use...
At the meeting with the Hai Duong Provincial Association for Promotion of Education in June 2024, representatives of the Vietnam Association for Promotion of Education highly appreciated the results that Hai Duong had achieved in implementing the model of "Learning Citizens". The Vietnam Association for Promotion of Education requested that Hai Duong province pay attention to allocating the budget for the Hai Duong Provincial Association for Promotion of Education to perform this task well.
By the end of June 2024, Hai Duong had more than 821,000 members of the Education Promotion Association (accounting for 42.1% of the population). The total Education Promotion Fund of the whole province reached more than 163.1 billion VND.
The core value of the "Learning Citizen" model is still the requirement to maintain the awareness of self-cultivation, training, and improvement of the qualities and abilities of each citizen.
Therefore, to improve the quality of building the model of “Learning Citizens”, it is necessary to promote the emulation movement of regular learning, lifelong learning for adults, regardless of age, level, economic sector, according to the needs of “learning what is needed”, learning anytime, anywhere and suitable for each age group. To do this, it is necessary to have the participation and coordination of training institutions, businesses, employers… in improving the quality of training, transferring knowledge, working skills effectively, practically and scientifically.
In addition, it is necessary to do a good job of building models from learning families, learning clans, units, and learning communities. Families, clans, together with schools and educational institutions, must fulfill their responsibility of educating, shaping personality, and building new people with standards of civic ethics, public ethics, and professional ethics.
Pay special attention to encouraging, motivating, and promptly rewarding those who are still limited but are trying to study or weak students who have made progress. Actively propagate to the people, all levels and sectors in society to understand that to build a learning society, there must be learning citizens; to build a digital government, there must be digital citizens.

The process of implementing the "Learning Citizen" model still faces some difficulties such as limited acceptance of the model evaluation toolkit; the attention paid to learning promotion work in some places is not commensurate with the task requirements.
In the coming time, relevant sectors need to strengthen training for association officials and members on propaganda skills and information technology application. Organize seminars to exchange, learn from experiences, and replicate good practices; at the same time, based on the framework criteria of the "Learning Citizen" model, develop specific criteria suitable for each unit and locality. Organize pilot projects on each content such as registering to implement each learning model; deploy software to evaluate the "Learning Citizen" model... Establish a team to support model evaluation; promptly reward, commend, honor, and spread exemplary learning models.

The Association for Promotion of Education needs to closely coordinate with organizations in building the model; maximize the role of members of the Party cell committee, village and residential area cadres. In particular, mobilize retirees to be the core in propaganda work, guiding people to participate in building the model of "Learning Citizens".
The Association for Promotion of Education at all levels closely coordinates with the education sector and relevant agencies to advise Party committees and authorities on propaganda, guidance, support, and creating the best conditions and environment for cadres, workers, civil servants, and laborers to always have a learning mindset in many ways.
The implementation of digitalization and deployment of the "Learning Citizen" model software is still facing difficulties in terms of facilities. Therefore, it is necessary to mobilize resources to supplement facilities and equipment to deploy the "Learning Citizen" assessment software.
