Comrade Nguyen Thi Doan, President of the Vietnam Association for Promoting Education, worked with the Hai Duong Provincial Association for Promoting Education to evaluate the implementation results of Conclusion No. 49.
On the morning of June 7, the inspection delegation of the Central Committee of the Vietnam Association for Promoting Education worked with the Association for Promoting Education of Hai Duong province to evaluate the results of the implementation of Conclusion No. 49-KL/TW dated May 10, 2019 of the Secretariat of the Central Party Committee (12th tenure) on continuing to implement Directive No. 11-CT/TW of the Politburo (10th tenure) "On strengthening the leadership of the Party in promoting learning, promoting talents, building a learning society" and a number of decisions of the Prime Minister on promoting the learning movement and building a model of learning citizens.
Comrade Nguyen Thi Doan, former member of the Party Central Committee, former Vice President, President of the Vietnam Association for Promoting Education chaired the meeting.
Also attending were members of the Provincial Party Standing Committee: Nguyen Quang Phuc, Head of the Provincial Party Committee's Propaganda Department; Nguyen Duc Tuan, Chairman of the Provincial Fatherland Front Committee.
At the meeting, the leaders of the Provincial Association for Promotion of Education and the Associations for Promotion of Education in localities raised a number of difficulties and obstacles in implementing Conclusion No. 49. Accordingly, the movement to promote education, encourage talents, and build a learning society in the whole province, although developing strongly, is not uniform at the grassroots level; some places are not proactive and creative; some places are not really interested in developing members. Some establishments have low Education Promotion Funds, so they cannot meet the requirements of their activities. The chairmen of the grassroots associations are mostly Vice Chairmen of the People's Committees of communes, so they do not spend much time on education promotion work. Some community learning centers are still formalistic and ineffective...
Delegates suggested that due to the nature of the work of promoting education, which requires experienced people, most of whom are retired cadres, the Central Government should not regulate the age of the leadership position of the Association for Promoting Education. The Central Government should also have regulations on paying remuneration to retired people holding full-time leadership positions at associations; paying remuneration to Vice Presidents of the Association for Promoting Education at the grassroots level. Pay attention to completing the positions of President and Vice President in full-time. Increase the operating budget for Associations for Promoting Education at all levels because the workload of the association is quite large...
Concluding the meeting, President of the Vietnam Association for Promoting Education Nguyen Thi Doan highly appreciated the results Hai Duong has achieved in implementing Conclusion 49. The Provincial Party Committee and People's Committee of Hai Duong province promptly issued many directive documents. Localities promptly deployed to the grassroots and achieved specific results.
The Chairman of the Vietnam Association for Promotion of Education suggested that in the coming time, the Propaganda Department of Hai Duong Provincial Party Committee needs to have solutions to bring the contents of Conclusion 49 to each Party cell, so that each Party member can fully absorb the learning.
Hai Duong needs to have measures to develop association organizations in universities, colleges, and vocational schools. Localities in the province need to do better in socialization work to build a Fund for promoting learning and talent. Pay attention to allocating funds for association activities and remuneration for association officials. Create conditions for those who are over age but have prestige and enthusiasm to continue working. Focus on, create conditions and have solutions for Community Learning Centers to operate effectively and practically. After 5 years of implementing Conclusion No. 49-KL/TW dated May 10, 2019 of the Central Party Secretariat (12th tenure) on continuing to implement Directive No. 11-CT/TW of the Politburo (10th tenure) "On strengthening the Party's leadership in the work of promoting learning, talent, and building a learning society", the work of promoting learning, talent, and building a learning society in the province has achieved some positive results. By the end of 2023, Hai Duong had 775,728 members of the Association for Promoting Learning (accounting for 40.1% of the population); 2,142 branches and units for promoting learning; 9,256 clan and inter-family learning promotion committees. The total fund for promoting learning in the province reached nearly 161 billion VND.
Over the past 5 years, Hai Duong has awarded scholarships to 104,933 students; 782,417 students and 34,123 teachers were awarded. 452,702 families were recognized as learning families; 126,026 learning units, 105,220 learning communities, 169,985 learning citizens...
