With revenue far exceeding estimates, Hai Duong will for the first time join the group of provinces and cities with budget revenue reaching the 30,000 billion VND mark.
On the morning of December 30, the Standing Committee of Hai Duong Provincial Party Committee held a conference to mobilize the work of closing the state budget revenue and expenditure books in 2024 for financial agencies and units.
Comrade Tran Duc Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee chaired the conference.
Also attending were comrades Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades members of the Provincial Party Committee Standing Committee; leaders of the Provincial People's Council, Provincial People's Committee, Provincial National Assembly Delegation; leaders of the Department of Finance, Provincial Tax Department, Provincial State Bank Branch, Provincial State Treasury, Hai Duong Customs Branch, Provincial Party Committee Office, Provincial People's Committee Office.
According to the report of the Department of Finance, in 2024, despite many difficulties due to climate change, natural disasters, epidemics, especially the impact of storm No. 3 (Yagi), the socio-economic situation of Hai Duong province still maintained a positive recovery trend and achieved impressive results in budget collection.
The province's total state budget revenue has far exceeded the assigned estimate, creating a solid foundation for socio-economic development in the coming time.
Specifically, the total state budget revenue of the province by December 29, 2024 reached VND 29,951 billion, exceeding the assigned estimate by 54%. Of which, domestic revenue reached VND 25,495 billion, exceeding 51% of the estimate (including land use fee revenue reaching VND 8,293 billion, exceeding 80% of the estimate, increasing by VND 3,673 billion; regular revenue VND 17,201 billion, exceeding 40% of the estimate, increasing by VND 4,901 billion); revenue from import-export activities reached VND 4,318 billion, exceeding 73% of the estimate.
All 16 revenue items were completed and exceeded the estimate. Some revenue items accounted for a large proportion in the revenue structure, including: land use fees, revenue from foreign-invested enterprises, and revenue from non-state industrial, commercial and service sectors.
The state budget revenue in Hai Duong is expected to reach VND30,320 billion by December 31, 2024. Of which, domestic revenue is estimated at VND26,000 billion, exceeding the estimate by 57%; revenue from import-export activities is estimated at VND4,320 billion, exceeding the estimate by more than 73%.
For the first time, Hai Duong is expected to join the group of provinces and cities with budget revenue reaching 30,000 billion VND (along with Ho Chi Minh City, Hanoi, Hai Phong, Ba Ria - Vung Tau, Binh Duong, Dong Nai, Thanh Hoa, Quang Ninh, Hung Yen, Vinh Phuc), marking an important development step in the province's financial sector.
The above results were achieved thanks to high economic growth and the drastic participation of the entire political system. From the beginning of the year, all levels and sectors have synchronously deployed many solutions and initiatives in tax collection. In addition, there was close coordination between departments, sectors, localities and tax authorities to ensure effective collection. Financial and budgetary advisory and management work was innovative, proactive and flexible, promptly meeting the operational requirements of state agencies, ensuring social security and implementing socio-economic development, national defense and security tasks.
In addition to impressive revenue results, budget expenditures were effectively implemented, meeting the needs of development investment expenditures, regular expenditures, social security regimes, overcoming the consequences of natural disasters and implementing key tasks of the province. Specifically, Hai Duong spent 8,745 billion VND on development investment, exceeding 38% of the estimate; disbursed public investment capital reached 91.4% of the capital plan assigned by the Prime Minister and 81% of the capital plan assigned by the People's Councils and People's Committees at all levels; regular expenditure was 11,739 billion VND (exceeding 2% of the estimate).
Concluding the conference, Provincial Party Secretary Tran Duc Thang acknowledged and commended the agencies, units and localities for their active participation in achieving good results in budget collection.
The Provincial Party Secretary requested all levels, sectors, units and localities to continue promoting the achieved results and directing the collection work in the remaining days of 2024 to achieve the best results.
In 2025, the province strives to increase budget revenue by 10-12% corresponding to the province's economic growth. The Customs Department and other sectors simplify procedures for businesses to increase import and export tax revenue.
With domestic tax collection, focus on 4 revenue items including: land use fees, non-state tax, personal income tax, and e-commerce tax.
Regarding land use fees, they must be collected correctly and fully. The Provincial Party Secretary requested the Provincial Police to immediately work with the Provincial Tax Department to make a list of units that have received tax collection notices but have not yet paid. Those units that deliberately delay must be transferred to the investigation agency according to regulations. Before January 15, 2025, report to the Standing Committee of the Provincial Party Committee on these enterprises for handling measures.
Pay attention to tax collection and prevent revenue loss in foreign-invested enterprises and enterprises whose preferential treatment period has expired.
The whole province promotes socio-economic development, creating a solid foundation for state budget collection.
