Hai Duong will continue to reduce an average of 10% of public service units and 10% of public service staff receiving salaries from the state budget in the period of 2022 - 2026.
On the afternoon of January 11, the National Assembly Delegation of Hai Duong province supervised at the Department of Home Affairs the implementation of policies and laws on innovation of the organization and management system, improving the quality and efficiency of operations of public service units in the period of 2018 - 2023.
According to data as of November 2023 from the Department of Home Affairs, the total number of public service units in Hai Duong province is 927, a decrease of 170 units compared to 2015 and 2017. Of which, the decrease is mainly in the number of educational service units (from 901 units to 795 units). The number of medical service units has decreased by more than half, from 51 units to 25 units.
In the period of 2022 - 2026, the Department of Home Affairs said that according to the plan, the whole province will continue to reduce an average of 10% of the number of public service units and 10% of the public service payroll receiving salaries from the state budget compared to 2021. At the same time, terminate the number of labor contracts that do not comply with regulations in public service units (except for units that ensure financial autonomy). Strive to have at least 20% of financially autonomous units, 100% of economic and other public service units that meet the conditions to complete the conversion into joint stock companies. Continue to reduce an average of 10% of direct expenditure from the state budget for public service units compared to the period of 2016 - 2020.
According to the Department of Home Affairs, the innovation of the organizational and management system, and the improvement of the quality and efficiency of public service units are currently facing many difficulties because some central ministries and branches have not issued timely guidance on norms and standards. The Government has not issued a decree regulating the autonomy mechanism in some areas, so localities are still confused. Public service units have not boldly changed to the autonomy mechanism, and still rely on and depend on the state budget.
The implementation of Decree 32/2019/ND-CP dated April 10, 2019 of the Government regulating the assignment of tasks, ordering or bidding for the provision of public products and services using the state budget from regular expenditure sources still faces many difficulties because a number of ministries and branches have not issued specific instructions on the development of technical and economic norms, unit prices and prices of public services.
Besides, the leadership, direction, dissemination and implementation of policies and resolutions of the Central and the province on staff arrangement and streamlining in some agencies and units, especially the leaders, still lack determination.
Faced with the above difficulties, the Department of Home Affairs proposed that the Provincial National Assembly Delegation request the Government and central ministries and branches to soon issue specific guidance documents.
The Department of Home Affairs is the last unit directly supervised by the National Assembly Delegation of Hai Duong province on the implementation of policies and laws on innovation of the organizational and management system, improving the quality and efficiency of public service units in the period of 2018 - 2023. Previously, the National Assembly Delegation of the province directly supervised the People's Committees of Thanh Ha and Nam Sach districts.
