Hai Duong plans to award each person who directly participated in the Dien Bien Phu campaign 1 million VND.

On the morning of February 28, the Culture - Social Committee of the Hai Duong Provincial People's Council worked with the Department of Health, the Department of Labor, War Invalids and Social Affairs and a number of related units on two contents to be considered at the 20th Session of the 17th Hai Duong Provincial People's Council (special session).

Accordingly, the Culture - Social Committee of the Hai Duong Provincial People's Council worked with the Department of Labor, War Invalids and Social Affairs on visiting and presenting gifts to representatives of martyrs' relatives, beneficiaries of martyr worship allowances; wounded soldiers, sick soldiers, and soldiers who directly participated in the Dien Bien Phu campaign in Hai Duong province on the occasion of the 70th anniversary of the Dien Bien Phu Victory (May 7, 1954 - May 7, 2024).

According to the draft submission, the People's Committee of Hai Duong province proposed a gift of 1 million VND/case for war invalids, sick soldiers, and soldiers who directly participated in the Dien Bien Phu campaign and are currently residing in Hai Duong province (for those who died after the resolution was issued until June 1, 2024, the authorized representative of their relatives will receive the gift).

Representatives of martyrs’ relatives and beneficiaries of martyr worship allowances (in case the martyrs have no relatives) who directly participated in the Dien Bien Phu campaign and are currently residing in Hai Duong province will also receive this gift. In case the martyrs’ relatives have passed away, other relatives’ representatives authorized by the family will receive the gift. According to the review, there are 873 cases eligible for gifts, the most in Gia Loc district (129 cases).

The above-mentioned groups of subjects, if visited directly by the delegation representing the leaders of Hai Duong province or the leaders of authorized departments, branches, districts, towns and cities, will be given a gift of 2.5 million VND/case. The total estimated cost of implementing the resolution is 927 million VND from the Hai Duong provincial budget. The implementation period is to be completed before June 1, 2024.

Members of the Culture and Social Committee of the Hai Duong Provincial People's Council basically agreed with this content and requested the Department of Labor, War Invalids and Social Affairs to carefully review to ensure the right subjects and policies.

Working with the Department of Health on the proposal to the Hai Duong Provincial People's Council to issue a resolution regulating the content and level of expenditure for activities under the Health - Population Target Program using local budget sources, members of the Provincial People's Council's Culture - Social Committee contributed many specific opinions.
