Hai Duong plans to approve a plan to streamline its apparatus before December 21.

Hai Duong Provincial Party Committee has announced the expected working program and key activities of the Provincial Party Executive Committee, Standing Committee and Standing Committee of the Provincial Party Committee from December 1, 2024 to February 3, 2025.

Accordingly, it is expected that from December 18 to 20, 2024, the Provincial Party Executive Committee, term XVII, will hold a conference to approve the summary report of Resolution 18-NQ/TW and the plan to arrange and perfect the organizational apparatus in the province's political system.

The Provincial Party Committee assigned the Steering Committee to summarize Resolution 18-NQ/TW of the province to advise on implementation. The conference is expected to be held in half a day.

Policy on arrangement plan

Previously, on December 3, the Organizing Committee of the Hai Duong Provincial Party Committee issued an official dispatch conveying the opinion of the Standing Committee of the Provincial Party Committee, agreeing to suggest that agencies, units, and localities propose and propose the innovation and rearrangement of the organizational apparatus of the provincial political system in the following direction:

For Party committees and Party organizations directly under the Provincial Party Committee: Propose to end the activities of the Party Committee of the Provincial Agencies Bloc, transfer a number of Party organizations to the Party Committee directly under the Provincial Party Committee (newly established as mentioned below) and a number of Party organizations in the form of enterprises and public service units to be directly under the locality. End the activities of Party executive committees and Party delegations at the provincial level.

Establish 2 Party Committees directly under the Provincial Party Committee. These are the Party Committees of Party agencies, mass organizations, and provincial judiciary directly under the Provincial Party Committee, including Party organizations in the advisory and support agencies of the Provincial Party Committee, the Office of the National Assembly Delegation and the Provincial People's Council, the Fatherland Front, socio-political organizations, the People's Procuracy, the Provincial People's Court, mass organizations assigned by the Party and the State at the provincial level, the Provincial Political School, and Hai Duong Newspaper; there is a specialized advisory and support agency located at the Provincial Party Committee Office.

The Party Committees of the Party agencies, mass organizations, and provincial judiciary include: Executive Committee, Standing Committee, and Standing Party Committee; the Standing Party Committee includes the Standing Deputy Secretary of the Provincial Party Committee as Secretary, the Chairman of the Provincial Fatherland Front Committee, Vice Chairmen of the Provincial People's Council, Deputy Head of the Provincial National Assembly Delegation, and one full-time Deputy Secretary. The Standing Committee of the Provincial Party Committee appoints the standing Party Committee personnel and stipulates the functions and tasks of the Standing Party Committee.

Establish the Provincial Government Party Committee under the Provincial Party Committee, including party organizations in departments, branches and sectors under the Provincial People's Committee, the Market Management Department and a number of party committees of enterprises (Provincial Post Office, Hai Duong Electricity One Member Co., Ltd., Hai Duong Clean Water Business Joint Stock Company).

The Provincial Government Party Committee consists of: Executive Committee, Standing Committee, Standing Party Committee; the Standing Party Committee includes the Chairman of the Provincial People's Committee as Secretary, Vice Chairmen of the Provincial People's Committee and 1 full-time Deputy Secretary. The Provincial Party Committee Standing Committee appoints the permanent Party Committee personnel, stipulates that the Standing Party Committee performs the functions and tasks of the current Provincial People's Committee Party Committee.

For advisory and support agencies of the Provincial Party Committee: Merge the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department. Continue to implement the project to end the activities of the Provincial Cadre Health Care and Protection Department, transferring the task to the Provincial Party Committee's Organization Department and the Department of Health.

For departments, branches, agencies and units under the Provincial People's Committee: Merge the Department of Planning and Investment with the Department of Finance; the Department of Transport and the Department of Construction. Merge the Department of Natural Resources and Environment with the Department of Agriculture and Rural Development to perform the task of state management of agriculture, natural resources and environment...; transfer some other tasks to relevant departments and agencies.

Merge the Department of Information and Communications with the Department of Science and Technology to perform state management tasks on science - technology, digital transformation...; transfer some other tasks to the Departments of Culture, Sports and Tourism, Education and Training and related agencies.

End the operation of the Department of Labor, War Invalids and Social Affairs, transfer tasks to the Department of Home Affairs, Department of Education and Training, Office of the Provincial People's Committee and related agencies.

For district level: Merge the district-level Party Committee's Propaganda Department and the district-level Party Committee's Mass Mobilization Department. Merge the Department of Natural Resources and Environment with the Department of Agriculture and Rural Development (for districts). Merge the Department of Natural Resources and Environment with the Department of Economy (for cities and towns).

End of operation of the Department of Labor, War Invalids and Social Affairs, transfer tasks to: Department of Internal Affairs, Department of Education and Training, District People's Committee Office and related agencies.

Policy on personnel work

Also on December 3, the Organizing Committee of the Hai Duong Provincial Party Committee announced the opinion of the Standing Committee of the Provincial Party Committee and requested the Standing Committees of the district, town, and city Party Committees; Party Committees directly under the Provincial Party Committee; leaders of departments, branches, sectors, the Vietnam Fatherland Front, and socio-political organizations to strictly implement the policy on personnel work to reorganize the apparatus of agencies, units, and localities in the province's political system.

The Standing Committee of Hai Duong Provincial Party Committee requested to stop the consolidation and addition of executive committees and standing committees of district-level Party committees for the 2020-2025 term. Stop accepting, appointing, and recommending candidates for higher positions or approving the consolidation of leadership and management positions of agencies and units that are expected to be reorganized and streamlined according to Conclusion No. 09-KL/BCĐ, dated November 24, 2024 of the Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW of the 12th Party Central Committee.

In case it is really necessary to accept, appoint, or recommend candidates for higher positions, it is necessary to seek the opinion of the Party Committee, the immediate superior agency or unit before doing so.

For agencies and units that are not subject to reorganization and streamlining according to Conclusion No. 09, if there is a need to receive, appoint, or recommend candidates for higher positions or to propose the policy of perfecting leadership and management positions, the Party Committee and the collective of agencies and units need to closely and thoroughly review the structure, quantity, personnel, and requirements for performing tasks; consider and review the overall and comprehensive situation of the staff, specific task requirements, and report to the Standing Committee of the Provincial Party Committee (through the Provincial Party Committee's Organization Committee) for consideration and comments (for positions belonging to the Party, Fatherland Front, and socio-political organizations) or report to the Provincial People's Committee (through the Department of Home Affairs) for consideration (for positions belonging to the state sector, except for positions under the management of the Standing Committee of the Provincial Party Committee) before implementing and being responsible for their decisions.
