Hai Duong proactively prepares personnel for grassroots Party committees

Personnel work plays a particularly important role in each Party Congress at all levels and in the development of localities. Therefore, personnel preparation work is proactively carried out by Party committees at all levels early.

Comrade Nguyen Chinh Thong, Head of the Gia Loc District Party Committee's Organization Board, said that the Gia Loc District Party Committee's Standing Committee has directed the review and supplementation of Party committee personnel for the 2025-2030 term, with special attention paid to the grassroots level.

Up to now, all Party Committees of communes and towns in Gia Loc have reviewed and supplemented the planning resources, in which priority is given to female and young cadres to meet the prescribed ratio. Through the review, communes and towns in the district have proposed to add 59 comrades to the planning of cadre positions and commune-level management leaders.

Along with reviewing and supplementing the planning, the Gia Loc District Party Committee and People's Committee have proactively mobilized, rotated, arranged, and consolidated a number of positions, leaders of departments, offices, and unions at the district level and key leaders at the commune level in conjunction with the work of preparing personnel for the congress.

Currently, the Hai Duong City Party Committee has arranged 22 commune and ward Party Secretaries who are not local people, accounting for more than 90%. It is expected that by the end of 2025, 100% of commune Party Secretaries will be non-local people. The Hai Duong City Party Committee combines cadre rotation with Party committee assignment, rationally arranging and reorganizing the cadre team, prioritizing the rotation of young cadres to hold key positions at lower levels to strengthen the grassroots, while creating a source of key cadres at higher levels.

Comrade Pham Cong Quan, Head of the Organization Committee of Hai Duong City Party Committee, said that the work of building the city's cadre team in recent times has been associated with the work of inspection, supervision and rectification within the Party. The City Party Committee and Party Committees at all levels have directed the timely, serious and synchronous implementation of documents of the Central and the province on building cadre teams at all levels; clearly defining goals, tasks, solutions and implementation roadmap.

"With the current results, the personnel building for the next term congress at the grassroots level in Hai Duong City is basically favorable, ensuring the criteria, ratios, and structures according to regulations," the Head of the Organizing Committee of Hai Duong City Party Committee assessed.

Compared to previous terms, the work of preparing personnel for Party Congresses at all levels in the next term poses many new requirements but also ensures convenience for Party committees at all levels to implement in accordance with reality.

For the grassroots level, Directive 35-CT/TW sets out requirements on the number and structure of Party Committee members, which also have an open direction for Party Committees to proactively implement. That is, in the next term, there will be no "rigid" regulations on the proportion of Party Secretaries at the grassroots level who are not local people, but this content will be encouraged at the commune level and other positions. Directive 35-CT/TW also clearly stipulates that young cadres at the commune level must be under 40 years old (there is no such regulation in the 2020-2025 term).

Directive 35-CT/TWstillSpecifically determine the number of Party Committee members and Standing Committee members of the commune-level Party Committee. Accordingly, the number of Party Committee members at the commune level shall not exceed 15, the Standing Committee shall not exceed 5, and the orientation for the arrangement of the Standing Committee structure for a number of specific positions shall be provided.

For merged commune-level Party Committees, the number of Party Committee members may be greater but must not exceed the total number of existing members before the merger, and after 5 years at the latest, it must be implemented according to regulations.

Comrade Nguyen Tien Hoan, Head of the Organizing Committee of Nam Sach District Party Committee, said that the regulations and instructions on personnel preparation for the grassroots Party Congresses from the Central to the provincial levels are very specific and detailed. Based on that, the Organizing Committee of the District Party Committee advises the Standing Committee of the District Party Committee to develop a plan and guide the commune level to implement it smoothly. "Nam Sach District Party Committee has reviewed and supplemented the personnel planning at the district and commune levels, paying attention to the structure, proportion of women, and proportion of young cadres according to regulations," comrade Nguyen Tien Hoan added.

Along with the specific requirements and instructions of the Central and Provincial Party Committees, Party committees at all levels in Hai Duong are proactively, urgently, and seriously carrying out personnel preparation work to successfully organize Party Congresses at all levels for the 2025-2030 term.
