Concluding on the content related to the Project on infrastructure investment in resettlement area and site clearance in the central area of ​​Pham Ngu Lao ward, Hai Duong city - Area 1 (project 1), comrade Luu Van Ban, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee basically agreed with the proposed plan of the city. The Standing Vice Chairman of the Provincial People's Committee requested the City People's Committee to continue hiring a consulting unit, prepare a budget for dismantling, and auction off construction materials; the project has a detailed plan at a scale of 1/500 and needs to immediately propose an investment policy.

The Provincial People's Committee assigned the city to approve the implementation plan in accordance with the provisions of law; develop an investment policy, request approval of the investment policy for this project as a basis for preparing the auction plan. Assign the Department of Natural Resources and Environment to guide the City People's Committee to implement according to the new provisions of the 2024 Land Law, striving to complete the auction plan by early November.

In particular, the investment policy and investment proposal must be completed before August 20. The remaining work must be completed before November 10, 2024.

Regarding the project to invest in the construction of Nguyen Trai Street expansion and site clearance for the city's central urban area - Area 1 (Diamond Land, abbreviated as Project 2), Standing Vice Chairman of the Provincial People's Committee Luu Van Ban criticized the City People's Committee for not being close and thorough, leading to an inappropriate estimate of the total investment of the project. The Department of Planning and Investment was assigned to coordinate with the city to adjust the total investment of public investment projects in the 5-year period to prioritize capital allocation for the city to implement this project.

For the project of Investment in construction of internal roads and site clearance of the city center urban area - Area 2 (Project 3), the Provincial People's Committee requires Hai Duong Tourism and Trade Joint Stock Company (Hoa Hong Hotel) to comply with the competent authorities' asset inventory. To stabilize the lives and resolve policies for the staff and workers of Hai Duong Tourism and Trade Joint Stock Company, the Standing Vice Chairman of the Provincial People's Committee suggested that for households living in this area but not legally, the city should develop a plan to arrange support for people to rent housing while Ta Quang Buu apartment building is not completed.

According to the report of the City People's Committee, Hai Duong Porcelain Joint Stock Company has handed over 8,458 m² of land to build the resettlement area of ​​Project 1. The Provincial People's Committee has decided to change the land use purpose, allocate land (phase 1) to invest in building infrastructure for the resettlement area and build Hoa Su Kindergarten (phase 1 - phase 1) with an area of ​​8,458 m2.

The Provincial People's Committee has approved the compensation and support plan for the machinery and equipment in the Porcelain Factory with an amount of more than 6.2 billion VND. The City People's Committee has paid money to Hai Duong Porcelain Joint Stock Company according to regulations to move the machinery and equipment to a new location. The entire compensation and support plan for payment to Hai Duong Porcelain Joint Stock Company has been completed.

Regarding Hai Duong Book Joint Stock Company, the City People's Committee has prepared a dossier and submitted it to the Provincial People's Committee to issue two decisions on approving the compensation, support and recovery plan for the area of ​​184.8 m² that the company is currently managing and using. However, the Book Joint Stock Company has not received compensation, has not handed over the premises and requested to consider calculating the value added tax (VAT) compensation for the company.

To resolve the above problem, the Provincial Tax Department has issued an official dispatch to guide the resolution. The City People's Committee has submitted a document requesting approval of the compensation and support plan for site clearance when the State acquires additional land for the Book Joint Stock Company. Regarding this content, the departments and branches are currently reviewing and submitting it to the Provincial People's Committee for approval.

For Hoa Su Kindergarten, after completing the construction of the school facilities in the resettlement area, the school's Board of Directors moved the school to a new location. Therefore, the City People's Committee has submitted a document to reclaim the land area of ​​Hoa Su Kindergarten to clear the project site. The total area proposed to be reclaimed is 1,172.4 m2.

With the Project of Investment in construction of internal roads and site clearance for the city center urban area - Area 2 (Project 3), the City People's Committee is implementing site clearance work, expected to be completed before December 31, 2024.

Hai Duong Tourism and Trade Joint Stock Company (Hoa Hong Hotel) was granted a Certificate of land use rights and house ownership rights attached to the leased land by the Provincial People's Committee for a term of 25 years, until February 2, 2032. Currently, the company still requests to use the land, requests to rent land on site according to the planning or another equivalent location. Currently, the company has not agreed to let the authorities count the assets on the land.

At the request of the Rose Hotel, the City People's Committee has searched and worked with the unit to inspect the scene at 3 specific locations: on Ring Road 1 (adjacent to Ngoc Son residential area) with an area of ​​about 1.1 hectares; the land adjacent to Provincial Road 390 (Nam Dong ward, across the 789 overpass) with an area of ​​about 5.8 hectares; or the commercial service area located in the planned residential area of ​​Tay Tu Minh with an area of ​​about 1.03 hectares. However, up to now, the Rose Hotel has not responded.

Because Hai Duong Trading and Service Company (formerly General Department Store) is in the process of applying for dissolution, there is no need to arrange a new relocation location (currently still a State-owned enterprise). However, in the company's collective housing area, there are currently 3 households in difficult circumstances who have been living here for many years and have requested the Provincial People's Committee to consider buying or renting social housing...
