Hai Duong Provincial People's Committee agreed with Hai Duong City's proposal on the implementation plan of the Da Mai urban residential area construction investment project, Binh Han ward to have land fund for resettlement for a number of projects in the city.

Regarding the implementation plan of the Da Mai urban residential area investment project, the Provincial People's Committee agreed to report to the Hai Duong City People's Committee's proposal on the plan to withdraw or abolish documents related to the bidding for selecting investors to implement the Da Mai urban residential area investment project in accordance with the provisions of law. The Provincial People's Committee approved the policy of adjusting the detailed planning for the construction of the Da Mai residential area; allowing the arrangement of resettlement land fund in the above land to arrange resettlement for a number of projects in the city and a part of the mixed land fund for auction to generate revenue. The detailed construction plan at a scale of 1/500 of Da Mai urban residential area was approved by the People's Committee of Hai Duong province in 2015 with a total planned land area of more than 4.2 hectares, of which the area of Hai Duong Da Mai Joint Stock Company is nearly 3.6 hectares. In 2017, the People's Committee of the province decided to approve the list of investment projects using public land, including the above project, and assigned the People's Committee of Hai Duong city to organize bidding to select investors. The People's Committee of Hai Duong city organized a preliminary selection to select investors to implement the project. As a result, there were 2 contractors who won the preliminary selection, which were the Joint Stock Companies: Thai Ha Trade and Transport, Construction Investment and Housing Development.
On April 18, 2018, the Provincial People's Committee issued a decision approving the plan to select investors to implement the Da Mai Urban Residential Area Project through open bidding. On April 27, 2018, the Provincial People's Committee directed to temporarily suspend the implementation of the contractor selection plan to check and handle information reported by the press related to the sale of land at the project. On December 19, 2019, the Provincial People's Committee issued a decision to temporarily suspend the organization of selecting investors to implement the Da Mai Urban Residential Area Construction Investment Project. The reason is that most of the land area comes from equitized enterprises, so it is mandatory to conduct an auction to select investors.
On June 11, 2024, Hai Duong City People's Committee proposed to invest in the construction of Da Mai urban residential area to arrange resettlement land fund to serve site clearance for a number of projects in the city center area.
