Once expected to be a large-scale hospital, contributing to the appearance of a spacious medical infrastructure, creating jobs for the people, but after nearly 20 years of waiting, the DELTA International Hospital Construction Investment Project (Hai Duong City) is still an abandoned land.

In September 2005, DELTA Joint Stock Company was approved by the Provincial People's Committee for the Investment Project to build DELTA International Hospital in Viet Hoa Commune (now Viet Hoa Ward, Hai Duong City). In December 2007, the Provincial People's Committee continued to approve additional objectives, construction scale and extension of the project progress. Accordingly, the project uses more than 53,000 m2land with a total investment of more than 654 billion VND, scale of 200 hospital beds. Construction items include a 15-storey building on an area of 4,000 m2administrative area, medical examination and treatment area, specialized treatment; 19 2-storey houses, area 200 m2/house and 2 3-storey houses, area 300 m2/buildings for nursing homes, high-end rehabilitation, nursing homes, charity healthcare...; 2 15-storey buildings, construction area 3,000 m2/building is the service, entertainment, commercial, sports and luxury apartment areas. The rest are auxiliary and technical works such as funeral home, waste treatment area, ecological lake, parking area, green tree system... According to the plan, by the end of December 2011, the investor must complete construction and put the project into operation. However, up to now, the project is still an empty land, left fallow.
According to the investor, the reason for the project's delay is due to problems in site clearance. In 2018, DELTA Joint Stock Company was handed over land on site (first time) with an area of nearly 49,300 m2, the rest is scattered, "rice and beans". After being allocated the land, the investor proceeded to level the ground but was obstructed by some households. From 2019-2022, due to the impact of the Covid-19 epidemic, the business situation of the enterprise was affected, so the project implementation was delayed and prolonged.
Some residents in Viet Hoa Ward whose land was confiscated for the project said that the area the State took back was all fertile agricultural land. Therefore, when there was a policy of land clearance, many households hesitated and delayed, but because of the common development goal, they agreed. Yet after so many years, DELTA International Hospital is still standing still.
How to handle?
According to Mr. Ho Xuan Binh, Chairman of the People's Committee of Viet Hoa Ward, the project of DELTA Joint Stock Company in the area is still stuck in land clearance issues related to 3 households that have not received compensation and support. "The ward has organized dialogues between the people and the investor many times, but the two sides have not found a common voice. The locality requests that all levels and sectors pay attention and promptly remove difficulties. If the project continues to be implemented, there will be measures to monitor and inspect to ensure the right progress, resolutely not to delay. If it cannot be implemented, there will be a solution soon to avoid wasting land and causing bad public opinion."
According to the reporter's investigation, in addition to the reasons related to site clearance, the project is also facing difficulties because the investor and the people whose land was recovered have not agreed on a plan to support health insurance cards. Previously, DELTA Joint Stock Company committed to supporting each household whose land was recovered with a health insurance card within 50 years from the time the hospital came into operation. Currently, the project has not been implemented, so the investor committed to paying for health insurance cards once a year in the first quarter of each year, in accordance with the Law on Health Insurance. The enterprise will proactively coordinate with the People's Committee of Viet Hoa Ward to make the payment. However, the households did not agree and wanted the enterprise to pay in one go.
It is known that DELTA Joint Stock Company has submitted documents to the Department of Planning and Investment and the People's Committee of Hai Duong City to request investment adjustment and project extension. The investor committed to focus resources to complete and put the project into use within 36 months from the date of approval by the Provincial People's Committee for adjustment. According to information from the Department of Planning and Investment, the unit has received the documents of DELDA Joint Stock Company and is in the process of appraisal. The project has been facilitated by the Provincial People's Committee for adjustment many times. If this time it is approved again, the department proposes that the Provincial People's Committee require the enterprise to deposit an investment fund.
Regardless of the difficulties or problems encountered for any reason, the nearly 49,300 m2Land in Viet Hoa ward for the DELTA International Hospital Construction Investment Project left fallow for a long time is a sad reality. All levels and sectors need to have a drastic solution to prevent land from being wasted for a long time.
