The Government is expected to reduce 5 ministries and the National Assembly will reduce 4 committees.

On the morning of December 1, the Politburo and the Secretariat held a national conference to disseminate and summarize the implementation of Resolution No. 18 of the 12th Party Central Committee; the socio-economic situation in 2024, solutions to accelerate socio-economic development in 2025 and remove institutional bottlenecks and bottlenecks.

Reporting at the conference, Head of the Central Organizing Committee Le Minh Hung said that agencies are studying proposals to merge and terminate the operations of a number of ministries, ministerial-level agencies, and government agencies.

Specifically, the Ministry of Planning and Investment is expected to merge with the Ministry of Finance; the Ministry of Transport will merge with the Ministry of Construction. The Ministry of Information and Communications will merge with the Ministry of Science and Technology to perform the task of state management of science and technology and digital transformation; some other tasks will be transferred to the Ministry of Culture, Sports and Tourism, Education and Training and related agencies.

The Ministry of Natural Resources and Environment merged with the Ministry of Agriculture and Rural Development to perform state management tasks on agriculture and natural resources and environment; transferred some other tasks to relevant ministries and agencies.

The Ministry of Labor, War Invalids and Social Affairs will cease operations and transfer its tasks to the Ministry of Home Affairs, the Ministry of Education and Training, the Ethnic Committee, and relevant agencies.

In addition, the State Capital Management Committee at Enterprises will also cease its operations and transfer its tasks to the Ministry of Finance, specialized ministries and relevant agencies. The National Financial Supervision Committee of Vietnam will cease its operations and transfer its tasks to the Ministry of Finance, the State Bank of Vietnam and relevant agencies.

The Government Committee for Religious Affairs transferred to the Ethnic Committee, establishing the Ethnic and Religious Committee.

Two academies of sciences and two national universities will be studied and proposed to be arranged to ensure efficiency and promote research and training tasks. The National Academy of Public Administration will also be studied to merge into the Ho Chi Minh National Academy of Politics.

The model of general departments under ministries will be studied to end operations, first of all, to arrange units such as the State Treasury, General Department of Taxation, General Department of Customs, Vietnam Social Security, General Department of Civil Judgment Enforcement, General Department of Market Management, branches of the State Bank of provinces and cities; continue to consider arranging the organizational model of some internal units of ministries, ministerial-level agencies, and government agencies in the direction of streamlining, effective and efficient operations.

News Agency Television and VOV Television will cease operations, transferring related functions and tasks to Vietnam Television; research will continue to arrange press agencies of ministries and branches.

According to comrade Le Minh Hung, implementing this plan will reduce at least 5 ministries and 2 agencies under the Government.

Reduce 4 Committees of the National Assembly

According to the Head of the Central Organizing Committee, the authorities are also studying and proposing the merger and termination of the operations of a number of agencies of the National Assembly and the National Assembly Standing Committee. The merged agencies include: the Economic Committee and the Finance and Budget Committee, the Social Committee and the Culture and Education Committee, the Judicial Committee and the Law Committee.

The Foreign Affairs Committee of the National Assembly will cease its activities and its tasks will be transferred to the Ministry of Foreign Affairs, other Committees and the National Assembly Office. The People's Petition Committee will be transformed into the Supervisory and Petition Committee. The model of the General Secretary and the National Assembly Secretariat will be studied and streamlined. Specialized departments of the National Assembly Office will be transferred to the National Assembly Committees and the National Assembly Standing Committee.

The Institute for Legislative Studies ceased its operations and transferred its functions to other agencies. The National Assembly Television ceased its operations and transferred its functions to Vietnam Television.

The National Assembly will not arrange for permanent members or full-time members at the Council of Nationalities and the National Assembly Committees; the National Assembly Committees have chairmen, vice chairmen, and full-time National Assembly deputies.

Comrade Le Minh Hung said that implementing this plan, the National Assembly will reduce 4 committees and one agency under the National Assembly Standing Committee.

Merging many Party committees

Regarding Party organizations, we will study the merger of the Central Propaganda Department into the Central Mass Mobilization Department; end the activities of the Central External Relations Department, transfer the main tasks to the Ministry of Foreign Affairs and partly to the Central Party Office.

The Central Committee for the Protection and Care of Cadres' Health has ended its activities and transferred its tasks to the Central Organizing Committee, the Ministry of Health, and a number of central hospitals.

The Central Council of Theory, the Central Council of Theory and Criticism of Literature and Art, and the Central Council of Science will be transferred to the Ho Chi Minh National Academy of Politics.

The magazines under the Party committees will transfer their functions and tasks to the Communist Magazine. The Communist Magazine will be the agency for research and propaganda of political theory of the Central Executive Committee. The Communist Party of Vietnam Electronic Newspaper will end its operations and transfer its functions to Nhan Dan Newspaper. Nhan Dan Television will end its operations and transfer its functions and tasks to Vietnam Television.

Nhan Dan Newspaper was built to become the mouthpiece of the Central Government, the voice of the Party, State and people, focusing on print and electronic newspapers and guaranteed by the budget.

The Party Committee of the Central Agencies will end its activities, establish the Party Committee of the Central Party Agencies and Central Judicial Agencies directly under the Central, including Party organizations in the Party committees, agencies, and units of the Party at the Central level, the Supreme People's Procuracy, the Supreme People's Court, with a specialized agency to advise and assist at the Central Party Office.

The Party Committee of the Central Enterprises Bloc will be studied to end its operations. Party organizations of corporations, general companies, and state-owned commercial banks will be transferred to the direct management of the Government Party and some specialized ministries depending on their scale and nature.

The Government Party Committee will end its activities, and the Government Party Committee will be established directly under the Central Committee, including Party organizations in ministries, ministerial-level agencies, Government agencies, and a number of Party Committees in corporations, general companies, and state-owned commercial banks; there will be a specialized agency to advise and assist in Government agencies. The Party Committees of the military and police will remain the same as they are now.

In addition to the functions and tasks of the central party committee, the Government Party Committee also includes the functions and tasks of the current party executive committee; comprehensively leading and directing the activities of the Government and its subordinate party committees.

Streamlining the system of the Fatherland Front and socio-political organizations

With the Vietnam Fatherland Front, socio-political organizations and mass associations assigned tasks by the Party and State, their operations will be reviewed in the direction of streamlining, merging, and ending operations; only retaining agencies and units with necessary functions and tasks.

Newspapers and magazines under the Vietnam Fatherland Front and socio-political organizations will be reviewed and arranged in the direction of merger, ending some activities of newspapers and magazines that are not really necessary.

At the local level, Party committees at all levels direct the proposal to merge and dissolve a number of provincial and district-level committees, agencies, and steering committees; specialized agencies and public service units under the provincial and district People's Committees, similar to those at the central level.

The provincial-level Party delegations, Party executive committees, and Party committees of the blocs ended their activities to establish two provincial-level Party committees, including the Party committees of Party agencies, mass organizations, and the judiciary, and the Provincial-level Government Party committees.

The Party Committee of the Party agencies, unions, and judiciary at the provincial level, including Party organizations in Party agencies and units, People's Councils, Fatherland Front, socio-political organizations, People's Procuracy, People's Court, and mass organizations assigned tasks by the Party and State at the provincial level; has a specialized advisory and support agency located at the provincial Party Committee agency.

Provincial government party committees, including party organizations in specialized agencies, public service units under the provincial People's Committee, and a number of state-owned enterprises (depending on the scale and importance of the enterprise party committee), have specialized advisory and support agencies located at the provincial People's Committee.

The Secretariat regulates the functions, tasks, organizational structure, and working relationship of the two Party Committees mentioned above.
