The ecological area, restaurant, hotel, and villa rental project of Xuyen A Joint Stock Company in the east of Hai Duong City is still just a land overgrown with grass after nearly 20 years of implementation.

Project nearly 20 years

The project of Eco-zone, restaurant, hotel, villa for rent of Xuyen A Joint Stock Company was approved for investment by Hai Duong Provincial People's Committee in December 2005. In 2016, the investor prepared a proposal to adjust the project and was approved by the Provincial People's Committee.

The project's objective is to provide accommodation services, organize food and beverage events, entertainment, and sell souvenirs. The project's scale includes a 3-star hotel with 40 bedrooms, 8 villas for rent; food and beverage services, entertainment, and souvenir sales serving about 144,000 visitors/year, and organizing 500 events/year.

The total investment of the project is nearly 160 billion VND, using nearly 2.3 hectares of land in Nhi Chau ward, near National Highway 5, Tay Phu Luong overpass area. The project will be completed and put into operation within 24 months from the time of adjustment approval.

After the province approved the project adjustment, the investor carried out procedures to adjust the detailed construction plan as a basis for project implementation. However, in the field, the project has remained "inactive" for many years.

By June 2021, Xuyen A Joint Stock Company continued to request project adjustments. The investor requested to build a multi-purpose complex with a scale of 5 floors. At the same time, the 3-star hotel was adjusted to 4-star, 25 floors with 300 rooms, 8 villas for rent reduced to 4 villas, organizing 1,350 events/year. Each year, the project serves 45,000 diners, 45,000 refreshment guests, 56,700 movie-watching guests, 15,000 entertainment guests... The total investment capital for the project was adjusted to 442 billion VND.

However, after many years, Xuyen A Joint Stock Company has just leveled the ground, built a fence, a guard house, a parking lot and a 3-storey villa to serve as the project's management house. The remaining 2 hectares of land are left empty, fallow and some are used as a place to gather and trade ornamental plants.

According to the leader of Nhi Chau Ward People's Committee, when they heard about the project, the ward authorities and people were very much looking forward to it, hoping that the project would change the landscape and urban architecture. However, for nearly 20 years, this project has remained... silent.

Land violations

The investor explained that the delay in the project implementation in the early stages was due to the economic crisis, financial difficulties, and changes in the company's leadership team. The company also wanted to adjust the project so that when it was completed, it would bring a more beautiful appearance to the eastern gateway of the city.

According to the reporter's investigation, in 2013, the inspection team of the Provincial People's Committee inspected the project. After the enterprise explained the difficulties, the inspection team proposed that the Provincial People's Committee allow the project to be delayed. In 2015, because there was a sports service construction unit near the project site, the investor realized that the implementation according to the original scale was no longer suitable, proposed adjustments and was approved. In 2017, after the Hai Duong City People's Committee approved the task of adjusting the project's detailed planning, the investor selected a consulting unit, surveyed, designed, and re-evaluated market demand. Several years ago, due to the impact of the Covid-19 pandemic, the project implementation was delayed.

In 2021, following the direction of the Provincial People's Committee, the Department of Natural Resources and Environment inspected the review and compliance with the Land Law of enterprises. In January 2022, the Department of Natural Resources and Environment announced the inspection results. Accordingly, Xuyen A Joint Stock Company was behind schedule in implementing the project and delayed putting the land into use for more than 36 months. In 2024, the Department of Natural Resources and Environment requested the Ministry of Natural Resources and Environment and the Provincial People's Committee to publicly disclose land violations of Xuyen A Joint Stock Company.

Currently, the Ecological Area, Restaurant, Hotel, and Villa for Rent Project of Xuyen A Joint Stock Company is in the process of being reviewed for approval to adjust and extend.
