Over the past 10 years, Hai Duong has paid special attention to investing in building synchronous and modern school facilities, contributing to bringing the province to the new rural destination soon.

Key Mission
In the period 2011-2022, Party committees and authorities at all levels from the provincial to the grassroots level pay special attention to investing in education. Building school facilities is one of the key tasks in implementing the National Target Program on New Rural Development (NTM).
To carry out this task, the province has implemented many synchronous solutions, including the Project "Building national standard schools at all levels in Hai Duong province in the period of 2016-2020". Localities have increased resources for school construction, ensuring compliance with the new rural criteria. The school network has always been consolidated and developed, facilities have been solidly built, equipment and teaching aids have been gradually upgraded and synchronized at all levels. The team of teachers and educational managers have been trained and fostered to improve their training qualifications and professional standards, meeting the requirements of fundamental and comprehensive innovation in education and training.
To date, all kindergartens, primary schools, and secondary schools in 178 communes in the province have met the infrastructure standards according to the new rural criteria. The quality of universal education and illiteracy eradication criteria continues to be improved, and the quality of education has developed comprehensively and sustainably. By the end of January 2023, the whole province had 662 schools meeting national standards, accounting for more than 76.5%.

Big investment in education
Kinh Mon town was the first locality in the province to reach the NTM target in 2017. From 2011 to 2022, the whole town mobilized nearly 367 billion VND to invest in building school facilities. In particular, in the period 2015-2022, the locality mobilized the most resources.
Before 2011, Hiep Hoa Kindergarten (Kinh Mon) had 3 small schools with degraded classrooms, no adjacent toilets, and no boarding kitchen. Limited facilities led to many difficulties in mobilizing children to attend class.
From 2015 to 2019, the central school, covering an area of nearly 6,000 m2, invested more than 12.3 billion VND to build a 2-storey building with 6 classrooms; a functional complex; a system of yards, walls, gates, etc. Thanks to that, in 2019, the 3 school locations were reduced to the central school. Also in this year, the school was recognized as meeting national standards at level 2. Teacher Nguyen Thi Giang, Principal of Hiep Hoa Kindergarten, said that taking advantage of the attention of superiors, the school actively mobilized socialized resources of more than 2 billion VND to build dome houses for stages, waiting areas for students, and playgrounds; install security camera systems and air conditioners in all classrooms.
Mr. Nguyen Van Quan, Chairman of the People's Committee of Hiep Hoa Commune, said that in the period of 2011-2022, the locality invested nearly 31 billion VND to build facilities in schools, most of which came from the commune budget. People in the commune are very excited when the school system is spacious and modern.
Starting to build a new rural area since 2011, Ninh Giang is a locality facing many difficulties and challenges, including criteria for schools. With the drastic participation of sectors and localities, from 2011-2022, the district has focused on overcoming difficulties, mobilizing more than 460 billion VND to invest in facilities and purchase school equipment. In the period of 2017-2022, the district mobilized the strongest investment resources with a budget of more than 300 billion VND. In 2022 alone, the whole district mobilized nearly 90 billion VND to build school facilities. Thereby contributing to completing the criteria for schools, bringing the district to the new rural area finish line in 2020.
According to the province's policy, from now until 2025, Hai Duong will continue to build more than 1,000 standard solid classrooms to replace temporary classrooms. This is the goal identified in the Project "Construction and supplement of missing classrooms at educational institutions in the province in the period of 2020-2025" issued by the Provincial People's Committee.
