Once a leading locality with a tradition of building national standard schools, Hai Duong City currently has the lowest rate of national standard schools in the province.
On the morning of April 19, the Culture - Social Committee of the Hai Duong Provincial People's Council worked with the Department of Education and Training and a number of related departments on the construction of national standard schools in the 2020 - 2024 period and the implementation of Resolution No. 08/2022/NQ-HDND regulating fees at public educational institutions.
Reporting at the meeting, the representative of the Department of Education and Training said that the province currently has 656 out of 840 schools at all levels from kindergarten to high school meeting national standards (78.09%). Of these, 418 schools have met national standards level 1 and 238 schools have met national standards level 2. The highest rate of meeting standards is at the junior high school level (87.27%). Hai Duong City has the lowest rate of schools meeting national standards in the province, nearly 66% (equivalent to 52/79 public schools); the whole province has no private schools meeting standards.
Hai Duong City is a leading locality with a tradition of building primary schools that meet national standards. In the period 1996 - 2000, the city was one of the first two localities in the province to have schools that met national standards. However, Hai Duong City is currently facing many difficulties in expanding the area and renovating schools to meet the requirements of national standard schools. Difficulties in area, campus, lack of facilities, degradation and limited funding for construction and repair are the main reasons why schools are having difficulty meeting standards.
Some schools have limited areas and cannot expand, the number of students increases rapidly, and there are not enough classrooms and subject rooms such as Le Thanh Nghi, Tran Hung Dao, Binh Han Kindergartens; Dang Quoc Chinh Primary School...
Some schools have many degraded, old and damaged buildings, posing potential safety risks such as Nhi Chau, Cam Thuong, Tran Phu, Ngoc Chau Kindergartens; Ngoc Son, Nam Dong Primary Schools; Le Hong Phong, Tu Minh Secondary Schools, etc.
In addition, there are some other reasons such as the teaching staff is lacking in quantity, unbalanced, there are cadres and teachers who violate discipline, affecting the fact that schools in Hai Duong city do not meet standards.
The Department of Education and Training requested the province to speed up the progress of investment in building schools and facilities to meet the requirements of national standard schools. In particular, it is necessary to remove difficulties for educational facilities located in urban areas that do not have enough operating space in Hai Duong City.
The leaders of the Culture and Social Committee of the Provincial People's Council have accepted the recommendations of relevant units. This is the last working session in the monitoring program of the Culture and Social Committee of the Hai Duong Provincial People's Council on the implementation of national standard schools and Resolution 08. Previously, the Culture and Social Committee of the Hai Duong Provincial People's Council had directly monitored 9 schools in the province.
