According to the Department of Industry and Trade of Hai Duong, in the 11 months of 2024, the total sales revenue through e-commerce of organizations and individuals in the whole province is estimated to reach 4,500 billion VND.
On the morning of December 13, the Department of Industry and Trade of Hai Duong province coordinated with the Department of E-commerce and Digital Economy (Ministry of Industry and Trade), the Department of Information and Communications, the Department of Market Management, and the Department of Taxation to organize a seminar on "Current situation and solutions to improve the effectiveness of state management of e-commerce activities in the province".
Nearly 70 delegates representing departments, branches, leaders of district-level People's Committees, representatives of telecommunications and delivery enterprises and enterprises with e-commerce floors and e-commerce websites operating in the province attended the seminar.
At the seminar, the leaders of the Department of Industry and Trade provided an overview of the development of e-commerce in the province. As of December 2024, the whole province had 171 traders (headquartered in Hai Duong) registered or notified on the e-commerce management system. In the 11 months of 2024, the total revenue from e-commerce sales of organizations and individuals in the whole province is estimated at 4,500 billion VND (in 2023 it was 4,070 billion VND).
After more than 3 years of implementing the Plan on e-commerce development in Hai Duong province for the period 2021-2025, e-commerce development support activities have made positive contributions to the socio-economic development of the whole province.
However, state management of e-commerce still has some limitations. The development of e-commerce lacks synchronization and long-term orientation. The Government and ministries and branches have issued many policies and laws on e-commerce, but they still have many limitations, are not synchronized, and have overlaps, so when applied in practice, they encounter many difficulties. The rapid change of the digital economy makes some legal regulations unable to keep up.
E-commerce communication activities are diverse but not very effective. Regulations and inspection and examination mechanisms for e-commerce activities are still few and not strict. The level of handling violations is still relatively light, not enough to deter businesses, organizations and individuals participating in e-commerce.
At the seminar, some delegates proposed and recommended solutions to develop e-commerce in Hai Duong in the coming time. Promote the application of information technology, build a comprehensive database on e-commerce activities in the market.
Resolutely fight to require cross-border social networks such as Facebook and TikTok to prevent and remove bad and toxic images and information, fraudulent behavior, and violations of the law in business activities on cyberspace. Focus on propaganda work, raising awareness of people and businesses about tax obligations for e-commerce business activities.
Continue to improve inspection, examination and supervision of e-commerce activities. In particular, focus on inspection and examination of the provision of electronic sales information, signing contracts on the platform, controlling collection, tax declaration, tax payment, protection and use of personal information, customer complaints and disputes, etc.
On the same afternoon, the Provincial Trade Promotion Center (Department of Industry and Trade) coordinated with the Department of E-commerce and Digital Economy to organize a training course on e-commerce for 70 trainees who are civil servants, public employees, and managers of the Department of Industry and Trade, the Provincial Market Management Department, economic departments of cities and towns, economic-infrastructure departments of districts, and a number of related units.
Training content on inspection, examination and handling of violations in the field of e-commerce; application of artificial intelligence (AI) in the field of e-commerce.
