Proposal to invest more than 1,400 billion VND to build a logistics service center in Kinh Mon

At the June meeting (9th) on June 28, the People's Committee of Hai Duong province considered the proposal to implement the Project of Logistics Service Center, Petroleum and Cargo Port, Petroleum Depot, Commercial Service Area (called Logistics Center) in Kinh Mon.

According to the Department of Planning and Investment, Duc Duong Company Limited proposed to invest in the Logistics Center Project in Minh Hoa Commune (Kinh Mon) with a land area of nearly 35 hectares, with a total estimated investment capital of more than 1,400 billion VND. The project aims to contribute to the development of the province's logistics service industry, providing comprehensive and high-quality services in the delivery and storage of goods, supervision of shipments, and customs services. Thereby promoting the advantage of connecting National Highway 5 with Hai Phong seaport via the Cam River.

The project scale includes logistics services with a capacity of about 280,000 TEU/year for container cargo and 100,000 tons/year for bulk cargo. Construction of 3 wharves including 1 wharf for petroleum activities, 2 wharfs for import and export of container and bulk cargo. The petroleum depot has a capacity of 48,000 m³and mixed commercial service area. The investor commits that if the project is approved for investment, it will promptly complete construction and put the project into operation in the second quarter of 2027.

The Provincial People's Committee basically agreed with the appraisal contents of the Department of Planning and Investment on the proposal to implement the Logistics Center Project of Duc Duong Company Limited. Standing Vice Chairman of the Provincial People's Committee Luu Van Ban assigned the Department of Planning and Investment to coordinate with the Provincial People's Committee Office to advise and complete the report of the Provincial People's Committee Party Committee to seek opinions from the Provincial Party Committee Standing Committee. The report must specifically explain the necessity of investment and be consistent with the project's planning.

The Standing Vice Chairman of the Provincial People's Committee directed specialized agencies and Kinh Mon town to support and guide investors to complete investment processes and procedures, ensuring a legal basis for project implementation.

The June meeting of the Provincial People's Committee (9th time) also considered the following reports and submissions:

- Adjust the medium-term public investment plan for the 2021-2025 period, the 2024 public investment plan, allocate public investment capital; investment policies, adjust investment policies for a number of public investment projects.

- Proposal to request the Provincial People's Council to issue a Resolution amending and supplementing a number of contents regulating collection levels, collection, payment, management and use of fees and charges as prescribed in Resolution No. 17/2016/NQ-HDND dated October 5, 2016, Resolution No. 05/2023/NQ-HDND, Resolution No. 06/2023/NQ-HDND dated July 13, 2023 of the Provincial People's Council.

- Report on the issuance of a Resolution on approval of land recovery, allowing the conversion of additional rice-growing land use purposes in 2024 to implement projects and works in the province.

- Report on the issuance of a Resolution on supporting costs for surveying, adjusting cadastral records, and issuing and reissuing land use right certificates for households and individuals who donate land use rights for the construction of public works but have not yet conducted surveying, adjusting, and reissuing land use right certificates.

- Results of housing support for people with revolutionary contributions; current situation and housing needs of people with revolutionary contributions, the poor and disadvantaged people in society according to central direction.

- Proposal to issue the Plan to implement Resolution No. 38/NQ-CP dated April 2, 2024 of the Government and Plan No. 206-KH/TU dated April 1, 2024 of the Provincial Party Standing Committee on continuing to innovate the organization and management system, improving the quality and efficiency of public service units.

- Consulting on solutions to improve the quality of surface water sources, improve the quality of water supply management for daily life and production, and the roadmap and priority order of investment in water supply projects in areas and localities in the province.

- Develop an Action Plan of the Provincial People's Committee to implement Resolution 41-NQ/TW, dated October 10, 2023 of the Politburo on building and promoting the role of Vietnamese entrepreneurs in the new period.

- Implementing the investment project of Logistics Service Center, Petroleum and Goods Port, Petroleum Depot and Commercial Service Area in Minh Hoa Commune (Kinh Mon) and the Project of building Lac Viet International Hospital (Chi Linh).

- Report on acceptance and handover of the final settlement of the Hai Duong Provincial General Hospital Project (new).

- Report on repair and maintenance of the Provincial Inspectorate's office building on Truong Chinh Street (Hai Duong City)

- Report on 4C zoning plan (zoning of the area south of Ring Road I) Hai Duong City, scale 1/2000.

-Report on the project to adjust the detailed construction planning of Ngoc Son residential area in Ngoc Son commune (Hai Duong city).

- Report on the progress of the master plan of Chi Linh city and the construction zoning plan in the area.

- Report on converting forest land to other purposes to implement the Project of exploiting soil and stone for common construction materials at Ong Sao hill (Chi Linh).

- Proposal for approval of specific land price plan as basis for calculating annual land rent when the State leases land to APT-Seraphin Hai Duong Environmental Joint Stock Company in Viet Hong commune (Thanh Ha).

- Proposed solution to the request of Minh Dang HD Construction Investment Joint Stock Company.

- Implementation plan for established industrial clusters associated with the North-South axis route in Ninh Giang district.
