Recently, the Government has regulated which fields of study and which school blocks are exempt from tuition fees, in order to attract students to basic fields and encourage the development of human resources for the country's development.
In Decree 97/2023/ND-CP issued by the Government on December 31, 2023, amending and supplementing a number of articles of Decree 81/2021/ND-CP, the Government has stipulated the mechanism for collecting and managing tuition fees for educational institutions in the national education system and policies on tuition exemption and reduction, support for learning costs; service prices in the field of education and training. In particular, the tuition exemption and reduction policy is still regulated according to Decree 81.
Specifically, the Government stipulates that majors exempted from 100% of tuition fees include: Marxism-Leninism; Ho Chi Minh Thought; Tuberculosis; Leprosy; Psychiatry; Forensic examination; Forensic psychiatry; Pathology at public health personnel training facilities according to State-ordered quotas.
According to the Law on Medical Examination and Treatment, effective from January 1, 2024 (replacing the Law on Medical Examination and Treatment in 2009), there are 2 additional majors that are fully supported by the State for tuition and living expenses during the entire course: Infectious Diseases and Emergency Resuscitation. However, students must achieve academic and training results that meet the requirements for scholarships at training institutions in the State's health sector.
In addition, beneficiaries of this policy are also students at intermediate and college levels in fields and occupations that are difficult to recruit but in demand according to the list prescribed by the Ministry of Labor, War Invalids and Social Affairs.
Also according to the regulations of the Ministry of Education and Training, the pedagogical majors exempted from tuition fees include: Preschool Education, Primary Education and pedagogical majors of subjects in public secondary schools; High School Education; Special Education; Physical Education; National Defense and Security Education.
In addition, in order to attract students to study pedagogy, Decree No. 116/2020/ND-CP of the Government stipulates the policy of supporting tuition fees and living expenses for pedagogy students. Students will be supported with two expenses: tuition fees and living expenses.
The support level is 3.63 million VND/month to cover living expenses during the study period at the school (10 months per academic year). Students outside the exempted majors according to regulations will pay tuition fees equal to the tuition fees charged by the training institution where they study.
Pedagogical students who have enjoyed the policy but do not work in the education sector after 2 years or for 2 full years, calculated from the date of the graduation recognition decision, will be responsible for reimbursing tuition and living expenses according to regulations.
