The Politburo has decided to exempt tuition fees for students from kindergarten to high school nationwide. Like the whole country, the people of Hai Duong are very happy with this decision.
At the Politburo meeting on February 28 to review and evaluate the initial results of implementing Resolution 18 of the Politburo on continuing to innovate and streamline the political system's apparatus to operate effectively and efficiently, the Politburo decided to exempt all tuition fees for students from preschool to high school nationwide. The implementation time is from the beginning of the new school year 2025 - 2026 (September 2025 onwards).
Reduce the burden on poor families
Along with people across the country, after the information about free tuition was widely disseminated in the media, many officials and people in Hai Duong were very happy, especially low-income families with many school-age children.
Ms. Dang Thi Thu in Ngoc Chau Ward (Hai Duong City) has 3 children of preschool, middle school and high school age. Ms. Thu's husband is a construction worker, and she sells goods on the side of Nguyen Huu Cau Street. The family's income is unstable, borrowing money this month to pay the next. Life is quite difficult when having to cover family living expenses, take care of her elderly mother, and pay for the education of her 3 children. Even more difficult is having to worry about the monthly medical expenses for a 10th grader.
“I am very happy because I will reduce a part of my annual expenses. My family’s burden of worries will be somewhat reduced. My children will have the opportunity to have more decent clothes and school supplies before each new school year. For families in circumstances like mine, this tuition exemption is even more meaningful. Thank you to the Party and the State,” said Ms. Thu.
Not only are poor people like Ms. Thu happy, but many people who no longer have children of school age are also very excited. Ms. Nguyen Thi Tam in Le Loi commune (Gia Loc) said that she also has 3 children, all of whom are working.
“When I read the information about free tuition for students nationwide, I was also happy for many other parents. I am happy because my family is also a low-income household, the economy only depends on the fields and I have also experienced the period of raising children to study, so I understand parents in the same situation. Although the tuition fee for students in rural areas is not too large, but with the income of most farmers here, the decision to exempt tuition fees for students is very meaningful,” Ms. Tam shared.
The joy of knowing the free tuition information also spread to the schools. Teachers and students were all excited.
Improve the quality of education and human resources
Teacher Nguyen Van Hung, a teacher at Lac Long Secondary School (Kinh Mon), said that when he heard this information in the newspaper, not only teachers but also many parents expressed their excitement. The Politburo's decision to exempt tuition fees is one of the humane decisions and has even greater significance for low-income families with many children going to school.
“Not only in Hai Duong, but in any locality, there are still many families in difficult circumstances. Therefore, only those with difficult economic conditions can truly understand the value of this support policy. It can be said that the tuition exemption policy will make an important contribution to improving the quality of education. This is a popular policy, creating equality in education, in line with the Party and State's policies on education and in line with the general trend of developed countries. This decision also shows the effectiveness of the policy of streamlining the apparatus that the Party and State have been implementing and the people have benefited from it,” said Mr. Hung.

Before the Politburo's decision to exempt all tuition fees for students from preschool to high school nationwide, 5-year-old preschool children were exempted from tuition fees from the 2024-2025 school year according to regulations in Clause 6, Article 15 of Decree No. 81/2021/ND-CP of the Government.
From 2021, primary school students in public schools will not have to pay tuition fees according to the provisions of Clause 1, Article 14 of Decree 81/2021/ND-CP. Secondary school students will be exempted from tuition fees from the 2025-2026 school year according to the provisions of Clause 9, Article 15 of Decree 81/2021/ND-CP.
According to Resolution No. 17/2024/NQ-HDND dated October 18, 2024 of the People's Council of Hai Duong province, the tuition fees for the 2024-2025 school year are specifically as follows:
The fee in urban areas for nurseries is 165,000 VND/month, kindergartens 135,000 VND/month; junior high schools 105,000 VND/month; high schools and continuing education institutions implementing general education programs are both 135,000 VND/month; and career guidance is 35,000 VND/month.
The fee in rural areas and the remaining areas is 125,000 VND/month for nursery schools, 105,000 VND/month for kindergartens; 85,000 VND/month for junior high schools; 105,000 VND/month for high schools and continuing education institutions implementing general education programs; and 30,000 VND/month for career guidance.
The fee in mountainous areas, nurseries, kindergartens, junior high schools, high schools, and continuing education facilities implementing general education programs is 60,000 VND/month; career guidance is 25,000 VND/month.
