Former People's Police Officer is a strong spiritual support for young soldiers

The Prime Minister pointed out that the work experience of former People's Public Security officers still has long-term significance for the cause of protecting the Fatherland, contributing to building and developing the art of protecting security and social order.

On the morning of August 17, 2023, in Hanoi, the Ministry of Public Security held a congress to establish the Vietnam People's Police Veterans Association for the 2023-2028 term. Prime Minister Pham Minh Chinh attended the congress.

Also attending the Congress were General Le Hong Anh, former Politburo member, former Standing member of the Secretariat, former Minister of Public Security; Politburo members: General To Lam, Minister of Public Security; Head of the Central Internal Affairs Commission Phan Dinh Trac; Chief Justice of the Supreme People's Court Nguyen Hoa Binh; Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen; Mr. Truong Hoa Binh, former Politburo member, former Permanent Deputy Prime Minister of the Government; leaders and former leaders of ministries, branches, central and local agencies and 219 delegates representing retired and former People's Public Security forces nationwide.

Important milestone

With the approval of the Party Central Committee Secretariat and after taking preparatory steps according to regulations, on August 1, 2023, the Ministry of Home Affairs signed a decision to allow the establishment of the Vietnam People's Police Veterans Association. The establishment of the Association is an important milestone in the 78-year development history of the People's Police force; affirming the importance of the retired police officers as well as the Vietnam People's Police Veterans Association, contributing to the development of the police force in particular, and to the cause of national construction and defense in general.

The Congress took steps to discuss the draft Charter of the Association and the direction of activities; elected the Executive Committee, Standing Committee, and Inspection Committee of the Vietnam People's Police Veterans Association. Senior Lieutenant General Le Quy Vuong, former Deputy Minister of Public Security, was elected as President of the Vietnam People's Police Veterans Association for the 2023-2028 term.

The Vietnam People's Police Veterans Association operates on the principles of voluntariness, self-management, democracy, equality, openness, transparency, solidarity, mutual assistance and support within the framework of the law and does not use funds from the State budget. The Association's activities are under the leadership of the Central Public Security Party Committee, the leadership of the Ministry of Public Security, and Public Security Party Committees at all levels; the state management of the Ministry of Home Affairs, local authorities and in accordance with the unified provisions of the Association's Charter.

According to the report of the Congress Organizing Committee, along with the development of the People's Public Security force over the past 78 years, the number of former People's Public Security officers has increased. Currently, according to statistics, there are about 110,000 former Public Security officers, with an average increase of nearly 10,000 people each year. The wish of the majority of former Public Security officers is to have a unified national Association to gather, unite, and motivate generations of members.

While the Association has not been established, in order to unify the organizational model and operation of the Retired Police Clubs, and at the same time further strengthen the leadership and direction of the Party Committee and the Public Security leaders of units and localities for the activities of the Retired Police, on November 27, 2014, the Minister of Public Security issued Directive No. 15 on strengthening the leadership and direction of the Public Security at all levels for the Retired Police Clubs; in which, it is agreed to establish the Retired Police Clubs from the Central to the district, town, and provincial city levels.

Adding more beauty to the image of police officers and soldiers

Speaking at the Congress, Prime Minister Pham Minh Chinh emphasized that this is a major event in the political and spiritual life of former Vietnam People's Public Security officers.

According to the Prime Minister, the People's Public Security is an important armed force of the Party, State and People; playing a core advisory and vanguard role in the cause of protecting national security and ensuring social order and safety.

With a 78-year tradition of building and growing, the People's Public Security force, with the spirit of "Forgetting oneself for the country, serving the people," "As long as the Party exists, we exist," "Honor is the most sacred and noble thing," has overcome countless difficulties and hardships, bravely fought and sacrificed, established many outstanding achievements, adding more color to the traditional flag of the heroic Vietnam People's Public Security.

"The historical stages of fighting and growing up of the People's Public Security force are always associated with the heroic and glorious history of the nation, the revolution and the sustainable development of the country," the Prime Minister affirmed.

The Prime Minister emphasized that after completing their duties in the force, tens of thousands of officers and soldiers have left the army, returned to their homeland or transferred to work in agencies in all fields of the country. Former People's Public Security officers are those who have experienced combat, training and maturity through the fire of resistance wars, experienced the struggle to protect national security, made great contributions to the cause of national liberation, construction and protection of the Fatherland and today are a very important part of society, in the activities of the people.

"You comrades are truly a solid spiritual support, a noble and exemplary example for the People's Public Security officers and the young generation today to learn from and follow. The work experience of former People's Public Security comrades still has long-term significance for the cause of protecting the Fatherland, contributing to building and developing the art of protecting security and social order of our country," the Prime Minister pointed out.

The Head of Government said that the Party and State always respect and appreciate the important contributions of former People's Public Security officers in the cause of national construction and protection; there have been many policies to mobilize the strength of former People's Public Security officers in the cause of national construction and especially the regime and policies for retired Public Security officers.

The Party and the State have led and directed the Central Public Security Party Committee and the Ministry of Public Security to create favorable conditions for the establishment and consolidation of the Retired Police Clubs and Liaison Committees at all levels from the central to local levels in recent times. However, with the model and nature of the activities of the Retired Police Clubs and Liaison Committees at all levels in recent times, they have not attracted all participants in their activities, and there are still difficulties in caring for, promoting the role, importance and contributions of former People's Public Security officers.

"The establishment of the Vietnam People's Police Veterans Association is an important milestone for the People's Police force in general and the Vietnam People's Police Veterans Association in particular. The establishment of the Association demonstrates the Party and State's concern, care and facilitation for the People's Police force in general and for the team of former People's Police officers in particular," the Prime Minister emphasized.

Old but not old

To successfully implement the Resolution of the 13th National Party Congress in the coming time, Prime Minister Pham Minh Chinh said that it is necessary to promote the combined strength of the entire political system, the strength of the great national unity bloc, of all classes of people, of political organizations, and professional social organizations; in which, the team of former People's Public Security officers and the Association of Former People's Public Security Officers play an important role and position with profound significance in society.

The Prime Minister requested the Vietnam People's Police Veterans Association to urgently improve its organization, develop and complete its operating regulations. The Central Public Security Party Committee and the Ministry of Public Security shall proactively coordinate with the Ministry of Home Affairs, provincial and municipal Party Committees to direct and guide the establishment of local associations; effectively mobilize and gather members, gradually enhancing the role, position and prestige of the Vietnam People's Police Veterans Association in society and among the people.

The Association needs to focus on political and ideological education; actively participate in propagating the Party's guidelines and policies, the State's policies and laws; thoroughly grasp and organize cadres and members to actively participate in implementing the political tasks of the Party and the State, especially in fighting to defeat the plots and tricks of "peaceful evolution" and "depoliticization of the People's Public Security" of hostile forces and reactionary organizations; actively participate in activities, closely coordinate with political and social organizations, and set an example in studying and following Ho Chi Minh's ideology, morality and lifestyle, and Uncle Ho's Six Teachings to the People's Public Security...

Also under the Prime Minister's direction, the Vietnam People's Police Veterans Association must regularly coordinate with local Party committees, authorities, and police at all levels to carry out the task of protecting security and order; consolidate the movement "All people protect national security," contribute to resolving social conflicts, preventing and responding to non-traditional security threats, preventing crime, preventing drugs, ensuring traffic order and safety, protecting the environment, building a solid people's security and people's security posture, and a solid people's hearts posture.

Emphasizing the motto "Old but not old, old but not conservative," Prime Minister Pham Minh Chinh requested the Association to have positive, flexible and creative solutions to make the Association's activities practical, effective, in line with the Party's guidelines and policies, the State's policies and laws, especially helping and supporting members in life; building the Vietnam People's Former Police Association to be clean and strong in terms of politics, ideology, organization and staff. The content and methods of operation of the Association need to focus on the grassroots, attaching importance to the quality and effectiveness of operations.

The Association actively participates in building a new culture, further enhancing the beautiful image of police officers and soldiers "Forgetting oneself for the country, serving the people", "As long as the Party exists, we exist", "Honor is the most sacred and noble thing".
