On the morning of July 23, the delegation of the 17th Hai Duong Provincial People's Council met with voters of Thanh Ha district (Hai Duong) after the 23rd session. Thanh Ha voters requested to remove obstacles in measuring and issuing "red books".
At the conference, Thanh Ha voters raised 15 opinions related to issues in 6 areas including: environment, transportation, construction, rural agriculture, issues related to commune mergers...
Notably, voters raised many opinions and recommendations regarding land measurement and issuance of land use right certificates ("red books"). Specifically, many households have had their land measured 2-3 times by officials from the Thanh Ha District Land Registration Office over a period of 2-3 years, but have yet to receive land use right certificates. This wastes a lot of people's time, forcing households to go back and forth many times.
Responding to the above issue, Chairman of Thanh Ha District People's Committee Tang Ba Bay said that the process of receiving documents, conducting field surveys, and collecting documents related to the land plots proposed for measurement still had some difficulties and problems. These were problems in the application for the first certificate, or related to unauthorized transfers. The land use right certificates previously issued to households were mainly based on the survey maps of 1992 and 1997. The cadastral maps created during this period used manual measurement methods, which were not very accurate, so when measuring and reissuing certificates, they could not show the legal boundaries according to regulations. In addition, there were also cases of disputes over inheritance rights, or property division...
In the coming time, Thanh Ha district will actively disseminate land laws to land users to raise their awareness. When there is a change in the land plot boundary, the land user must promptly register the change according to regulations, thereby creating a basis for the land management agency to update and adjust the cadastral map and cadastral records according to regulations.
Communes and towns need to closely coordinate with the Thanh Ha District Branch Land Registration Office to determine boundaries, landmarks in the field, and determine the origin of land plots and land use processes. The Commune People's Committee strengthens the management of public land funds, management of unused land, determination of land origin, and strict handling of land violations.
