Gia Loc district police arrested Luong while he was hiding in Phu Son hamlet, Bac Son commune, Trang Bom district, Dong Nai province.

Previously, while serving a sentence at Hoang Tien Prison for theft of socialist property, on July 13, 1992, Luong escaped from prison. On November 20, 1992, Hoang Tien Prison issued a wanted notice for Luong.

To avoid being detected by the police, Luong did not return to his hometown but hid in Binh Duong, Dong Nai and neighboring localities, where there are many industrial parks, to live. He used a fake name, did not contact his relatives in his hometown and lived a secluded life.

Although Luong has been on the run for more than 32 years and his external characteristics have changed a lot, using professional measures, the working group of Gia Loc District Police successfully arrested Luong and transferred him to the unit that issued the wanted notice to continue investigating and handling him according to the provisions of the law.
