The activities of the Party Committee of the Provincial Agencies and Enterprises Bloc in the Northern Delta cluster still face some difficulties and problems.

On November 14-15, the Party Committee of the Hanoi City Agencies Bloc held the 16th meeting of the Party Committee of the Agencies Bloc and the Party Committee of the Agencies-Enterprises Bloc of the provinces and cities of the Northern Delta cluster in 2024.
Attending the conference were comrade Lai Xuan Lam, Standing Deputy Secretary of the Party Committee of Central Agencies; leaders of the Hanoi Party Committee and People's Council; leaders of 10 Party Committees of Agencies, Party Committees of Agencies-Enterprises of provinces and cities in the Northern Delta cluster.
The conference discussed the topic "Implementation of Regulation No. 293-QD/TW dated March 23, 2010 of the Secretariat on functions, tasks, and organizational structure of the Party Committee of the Provincial and Municipal Agencies in the current period".

Representatives of the Party Committees of many provinces and cities shared many practical experiences, difficulties and proposed solutions to promote leadership capacity in directing Party committees of grassroots Party organizations.
On March 23, 2010, the Secretariat issued Regulation No. 293-QD/TW on functions, tasks, and organizational structure of the Party Committee of the Bloc of provincial and centrally-run city agencies.
Over 14 years of implementation, the Party Committee of the Provincial and Municipal Agencies has always been concerned and sought to determine and affirm the role and position of the Party Committee of the Bloc and of grassroots party organizations.
However, in the process of implementing the tasks, because Regulation 293-QD/TW is not really complete and comprehensive, the Party Committees of the Bloc encounter many difficulties and problems that need to be resolved.
Currently, the operating model of the Party Committee of each province and city in the Northern Delta Cluster is different (there are 6 Party Committees of provincial and municipal agencies and 4 Party Committees of provincial and municipal agencies and enterprises).
The arrangement and consolidation of the Party organization model of some Party Committees of the Blocs after the merger of the two Party Committees of the Bloc of agencies and the Party Committee of the Bloc of enterprises have not yet ensured unity and synchronization.
The Party Committee of the Bloc of Agencies, the Bloc of Agencies and Enterprises of the provinces and cities of the Northern Delta cluster includes 10 provinces and cities directly under the Central Government: Hanoi, Hai Phong, Hai Duong, Vinh Phuc, Ninh Binh, Nam Dinh, Thai Binh, Ha Nam, Hung Yen and Bac Ninh.
Currently, the Party Committee of Hai Duong Provincial Agencies has 66 subordinate grassroots party organizations (including 47 party committees and 19 grassroots party cells) with more than 5,600 party members.
According to the leader of the Party Committee of the Provincial Agencies Bloc, there are currently some difficulties and shortcomings in the unit's operations and performance of tasks.
The Party Committee of the Bloc is a special Party Committee, without the same level government, and does not comprehensively lead all aspects of work, but has an important position in the Provincial Party Committee. Its nature, methods of operation and leadership are different from those of the Party Committees of districts, towns and cities.
The model of grassroots party organizations under the Party Committee of the Bloc of agencies of Hai Duong province compared to the Party Committees of the Bloc of other provinces and cities is not yet synchronized and unified. Currently, most of the grassroots party organizations of colleges and universities in the province, provincial hospitals in the city are still operating at the District Party Committees, Town Party Committees, and City Party Committees.
The organization and operation of mass organizations are not yet synchronized and unified at all levels according to the Party's organizational system.
Some regimes, allowances and policies for specialized staff have not really received attention.
The limited number of staff has led to difficulties for the Party Committee of the Bloc of Agencies of Hai Duong province in performing assigned functions and tasks...
