The Standing Committee of the Party Committee of the Bloc of Agencies of Hai Duong province has decided to select the Party Committee of the Provincial People's Procuracy and the Party Cell of the Development Investment Fund to organize a model congress at the grassroots level for the 2025-2030 term.

These are units that are assessed to be highly united and unified, with suitable facilities to organize model congresses.
The Party Committee of the People's Procuracy of Hai Duong province has been awarded a certificate of merit by the Standing Committee of the Provincial Party Committee of Agencies for 4 consecutive years from 2017-2020; and by the Standing Committee of the Provincial Party Committee for 3 consecutive years from 2021-2023 for excellent performance of tasks.
The Party Cell of Hai Duong Development Investment Fund has been awarded a certificate of merit by the Standing Committee of the Provincial Party Committee of Agencies for 7 consecutive years from 2016-2023 for excellent performance in its tasks.
The grassroots congress is expected to be held in March 2025. The Standing Committee of the Provincial Party Committee of the Provincial Agencies Bloc established 3 Working Groups to assist the Standing Committee of the Provincial Party Committee of the Bloc in guiding, monitoring, and urging the preparation and organization of the congresses of the grassroots Party cells and committees for the 2025-2030 term.
The Party Committee of the Provincial Agencies Bloc currently has 66 subordinate grassroots party organizations (47 grassroots party committees, 19 grassroots party cells). It is expected that in August 2025, the Provincial Agencies Bloc Party Congress for the 2025-2030 term will be held.
