According to Circular 03/2022/TT-BXD of the Ministry of Construction, from November 11, 2022, new regulations on functions and tasks of specialized construction agencies under the People's Committees at the district level will be implemented.
Specifically, in terms of position and function, the Urban Management Department and the Economic and Infrastructure Department are specialized agencies under the District People's Committee, performing the function of advising and assisting the District People's Committee in state management of the following fields: Construction planning; architecture; construction investment activities; urban development; technical infrastructure; housing; offices; construction materials in the area and performing a number of tasks and powers under the authorization of the District People's Committee and according to the provisions of law.
For other fields under the Urban Management Department, the Economic and Infrastructure Department shall follow the instructions of the ministry managing the corresponding sector or field.
The Urban Management Department and the Economic and Infrastructure Department have their own seals and accounts; are subject to the direction and management of the district-level People's Committee in terms of organization, job positions, staffing, civil servant rank structure and work; are subject to the direction, inspection and guidance on professional and technical management of organization, staffing and work of the district-level People's Committee; and are subject to the direction, inspection and guidance on professional and technical management in the fields of state management in the construction sector of the specialized agencies under the provincial-level People's Committee.
The specialized construction agency under the district People's Committee has 20 tasks and powers.
