During the implementation of the task, the enforcement team was fiercely opposed by members of the family of Le Thi Ngoc Nhan (born in 1971, residing in group 14, Tan Thanh hamlet, Tan Lap commune, Tinh Bien town, An Giang province) and her husband Le Van Dien (born in 1972) and related subjects.
DT.945 is being implemented with a total project scale of 89.5 hectares, a route length of 39.7 km passing through Tinh Bien town, Chau Phu district and Tri Ton district, Tan Lap commune has 641 households to be recovered and relocated, an area of 12.9 hectares, with a route length of 7 km. The couple Le Thi Ngoc Nhan - Le Van Dien have not agreed to hand over the site to the construction unit.
During the process of mobilizing the handover of the site to the construction unit, Ms. Nhan and Mr. Dien's households did not agree to hand over the site to the construction site to carry out the project, showed their indignation, shouted, cursed, did not cooperate with the working group every time they came to propagate and mobilize, and repeatedly prevented the construction site from carrying out the project on Ms. Nhan and Mr. Dien's land, causing the road section through this area to not be implemented for many years.
Ms. Nhan and Mr. Dien's family mainly live by farming with an area of about 2 hectares in the Dinh Thanh Canal area. At the same time, the family also has a tractor bought about 4 years ago to work extra, but for nearly 2 years now, due to the lawsuit situation at home, Ms. Nhan has not accepted it and let her children work extra to stay in place to prevent construction from proceeding to Ms. Nhan's land.
The People's Committee of Tinh Bien town issued a decision to forcibly reclaim land from the household of Le Thi Ngoc Nhan and her husband Le Van Dien. During the mobilization process, the local government and related functional units have paid attention and implemented many policies that benefit the people. All households on the road agreed with the State's compensation and support policies and supported the locality to promptly construct and complete the project.
However, Ms. Nhan and Mr. Dien's family strongly opposed and resolutely refused to hand over the site for construction, causing outrage among local people.
On the morning of November 18, while the authorities were ensuring security and order and enforcing land recovery, a group of members of Ms. Nhan and Mr. Dien's family used petrol bombs, excavators, and weapons to attack the authorities, injuring 5 officers and soldiers and damaging many vehicles and machinery of the construction unit.
With the spirit of resolutely ensuring security and order during the enforcement and construction process, serving the socio-economic development tasks of the locality, Tinh Bien Town Police coordinated with the professional departments of the Provincial Police to deploy plans to control and arrest those who resisted and attacked the functional forces.
The authorities have controlled and arrested 8 subjects including: Le Thi Ngoc Nhan and her husband Le Van Dien; Le Phuoc Sang (biological son of Nhan and Dien; born in 1991), Le Phuoc Hoang (biological son of Nhan and Dien; born in 1999); Nguyen Van Loc (nephew of Nhan; born in 1982), Le Cong Triet (born in 1982), Nguyen Thi Bich Thuy (born in 1980), Le Thi Thuong (born in 1981, subjects residing in the locality).
The case is currently under investigation.
