Organize and effectively implement the management of fire prevention, fighting and rescue work for administrative agencies, establishments and enterprises in the area. Consider and handle the responsibility of the heads of agencies and local authorities if they allow facilities with high risk of fire and explosion to operate without ensuring safety conditions for fire prevention, fire fighting, rescue and relief, and allow fires to occur with serious consequences due to lack of leadership, direction, inspection, supervision or inadequate performance of responsibilities within the scope of their functions, tasks and management areas for fire prevention, fire fighting, rescue and relief.
The People's Committees of districts, towns and cities shall strengthen direction and effectively implement state management of fire prevention, fire fighting and rescue in the area; regularly inspect and review the implementation of fire prevention, fire fighting and rescue work for establishments at high risk of fire, places with large crowds such as: apartment buildings, mini apartments, hotels, restaurants, markets, shopping malls, supermarkets, rental establishments with high density of residents, industrial production establishments, high-rise buildings, karaoke service establishments, bars, dance clubs, etc. Require inspected organizations and individuals to thoroughly overcome limitations and violations. Resolutely suspend, stop operations, revoke business licenses and strictly handle business establishments that do not ensure safety conditions for fire prevention, fire fighting and rescue. Organize inspection, closely monitor and strictly and thoroughly handle cases of non-compliance with decisions to suspend or stop operations of competent management agencies.
Organize inspections, reviews, suspend operations and have plans to relocate facilities at risk of fire, explosion, and toxicity such as: wood production and processing facilities; gas, oil, chemical decanting and trading facilities... out of residential areas to limit the occurrence of fires and explosions that cause serious damage to people's lives and property.
Organize fire prevention, fire fighting and rescue safety inspections for 100% of households and houses combined with production and business; provide guidance on the equipment of fire prevention and fire fighting equipment, mobilize the equipment of automatic fire alarm equipment (automatic fire alarm system or wireless fire detector) in production, business and service areas to give early warning of fire, promptly detect, escape and organize effective fire fighting, limit damage to people and property when a fire occurs.
Focus on directing and organizing the implementation of solutions to complete the targets according to Directive No. 01/CT-TTg dated January 3, 2023 of the Prime Minister on strengthening fire prevention and fighting in the new situation, focusing on: mobilizing each household to equip itself with a fire extinguisher; each family must have at least one person trained in fire fighting and escape skills; completing the construction of the Inter-family Fire Prevention and Fighting Safety Team and organizing drills for the Inter-family Fire Prevention and Fighting Safety Teams; organizing fire fighting and rescue drills for the Management Board of the apartment building and the unit managing the collective house and mobilizing and guiding households to dismantle the "tiger cage" (if any) to escape when a fire or explosion occurs.
Continue to develop the infrastructure system serving fire prevention, fire fighting and rescue work; synchronously implement the planning of fire prevention, fire fighting and rescue infrastructure in conjunction with the planning of socio-economic development; build a traffic, water supply and communication network to meet the requirements of fire fighting and rescue work.
Urgently inspect and review the construction and licensing of construction works in the area according to authority, especially apartment buildings, mini apartments, accommodation and rental service establishments with high population density, establishments with converted functions with high risk of fire and explosion, establishments with large concentrations of people, establishments with fire and explosion hazards in residential areas... Violations must be resolutely suspended, suspended from operation, and strictly handled according to law. Assign the Provincial Police to inspect the implementation of responsibilities and tasks of heads of departments, branches and sectors; Chairmen of People's Committees of districts, towns and cities on work at assigned units, fields and localities; collect proposals for the Chairman of the Provincial People's Committee to consider collective and individual responsibilities in implementing regulations on fire prevention, fighting and rescue.
The Department of Construction urgently reviews and advises the Provincial People's Committee to strictly direct the appraisal and granting of construction permits for projects, especially apartments, mini apartments, and rental and accommodation service establishments with high population density. At the same time, review, classify, and evaluate the compliance with construction laws for the above-mentioned types of establishments.
Strengthen inspection and supervision of compliance with construction laws for converted works with high risk of fire and explosion, and facilities with large crowds: karaoke service businesses, markets, shopping malls, supermarkets, apartments, high-rise buildings, etc.
