National Assembly Chairman Vuong Dinh Hue delivers closing speech at the 32nd session of the National Assembly Standing Committee

On the afternoon of April 23, after 4.5 working days, National Assembly Chairman Vuong Dinh Hue delivered a closing speech at the 32nd session of the National Assembly Standing Committee.

On the afternoon of April 23, in his closing speech at the 32nd session, National Assembly Chairman Vuong Dinh Hue stated that after 4.5 working days, the meeting of the National Assembly Standing Committee had completed the proposed contents.

Thoroughly discuss and comment on 6 draft laws

In which, discuss and give opinions on 19 contents and give written opinions on 3 reports of the Government.

According to Mr. Hue, regarding legislation, during the session, the National Assembly Standing Committee gave opinions on two main groups of issues.

Specifically, comment on the law and ordinance development program for 2025 and adjust the law and ordinance development program for 2024. This content will be submitted to the National Assembly for consideration and decision at the upcoming 7th session.

At the same time, the National Assembly Standing Committee also thoroughly discussed, reviewed, and commented on 6 draft laws submitted to the National Assembly for consideration and comment for the first time at the 7th session, including the revised Law on Cultural Heritage, the Law on Geology and Minerals, the Law on Urban and Rural Planning, the Law on Juvenile Justice, the revised Law on Value Added Tax, and the revised Law on Pharmacy.

By giving opinions on 6 draft laws at this session, Mr. Hue stated that the National Assembly Standing Committee has given opinions on 21/24 draft laws submitted to the National Assembly for first comments at the 7th session or for consideration and approval.

According to Mr. Hue, the remaining 3 contents will be transferred to the next meeting: the Law on Fire Prevention, Fire Fighting and Rescue, and 2 draft resolutions related to special mechanisms with Da Nang City and Nghe An.

"Based on the conclusion of the National Assembly Standing Committee, the Government, the Supreme People's Court, and relevant agencies are requested to promptly receive and complete the dossiers and documents and send them to National Assembly deputies according to regulations.

"Once the content is completed, agencies should try to send it to delegates for study soon," Mr. Hue suggested.

Release conclusions early so that agencies have a basis for implementation.

Regarding supervision work, Mr. Hue said the National Assembly Standing Committee has commented on four supervision reports.

In particular, giving opinions on the report on the results of implementing the monitoring program in 2023 and the first months of 2024, and the planned monitoring program in 2025 of the National Assembly and the National Assembly Standing Committee.

"The spirit of 2025 is the last year of the term, so we only focus on the supreme supervision of 1 topic with the National Assembly and 1 supervision topic of the National Assembly Standing Committee. Reduce the content related to thematic supervision," Mr. Hue added.

Along with that, review the summary report on the results of monitoring legal documents in the areas under the responsibility of the Ethnic Council and the Committees of the National Assembly in 2023.

Reviewing the results of the National Assembly's supervision delegation's supervision of the implementation of Resolution No. 43/2022 of the National Assembly on fiscal and monetary policies to support the socio-economic recovery and development program and the National Assembly's resolutions on a number of important national projects until the end of 2023...

The National Assembly Standing Committee gave initial comments on the draft report on the results of thematic supervision of the implementation of policies and laws on ensuring traffic order and safety from 2009 to the end of 2023.

"Based on these initial opinions, the agencies will finalize the report and send it to the National Assembly deputies for study and consideration when passing the draft Law on Roads and the Law on Road Traffic Safety and Order," Mr. Hue added.

In addition, according to Mr. Hue, the meeting considered a number of other important contents such as the organization, the method of organizing the 7th session and the results of the 6th extraordinary session, the decision to invest in the Gia Nghia - Chon Thanh expressway project...

The National Assembly Chairman added that after each content, the presiding vice chairmen had conclusions and the general secretary and office had submitted them for early promulgation.

Therefore, for any remaining content, he suggested that the Secretary General promptly submit it to the Vice Presidents in charge for comments, and issue the conclusion soon so that the agencies have a basis for implementation and prepare other content for the upcoming 7th session.
