On the morning of June 29, at the National Assembly House, the 15th National Assembly closed its 7th session. In his closing speech, National Assembly Chairman Tran Thanh Man requested urgent and effective implementation of the laws and resolutions that have just been passed.
Attending the closing session were: President To Lam; Prime Minister Pham Minh Chinh; former National Assembly Chairmen: Nguyen Van An, Nguyen Sinh Hung, Nguyen Thi Kim Ngan, Vuong Dinh Hue; Standing member of the Secretariat Luong Cuong; Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien and other leaders and former leaders of the Party, State, and Vietnam Fatherland Front...
On the National Assembly side, there were: National Assembly Chairman Tran Thanh Man; Vice Chairmen of the National Assembly: Nguyen Khac Dinh, Nguyen Duc Hai, Tran Quang Phuong, Nguyen Thi Thanh; members of the National Assembly Standing Committee; heads, deputy heads, and National Assembly deputies of 63 National Assembly delegations of provinces and centrally run cities.
In his closing speech, National Assembly Chairman Tran Thanh Man stated that after 27.5 days of serious, scientific, democratic and highly responsible work in accordance with the law and the Session's regulations, the 7th Session of the 15th National Assembly has completed all the contents of the proposed program.
The National Assembly Chairman said that the 7th Session is the session with the largest volume of legislative content at a single session since the beginning of the term.
The draft laws and resolutions considered and approved by the National Assembly at this session relate to many sectors and fields, and are of great interest and follow-up to voters and people nationwide.
According to the program and content of the meeting, personnel work was carried out strictly in accordance with Party regulations and State laws.
The National Assembly elected the President, Chairman of the National Assembly, Vice Chairmen of the National Assembly, members of the National Assembly Standing Committee; approved the appointment of Deputy Prime Minister and Minister of Public Security; approved members of the National Defense and Security Council, and carried out other personnel work within its authority, achieving high consensus and unanimity among National Assembly deputies.
The National Assembly Standing Committee, the Government, ministries, branches, agencies of the National Assembly, agencies under the National Assembly Standing Committee and relevant agencies and organizations have demonstrated high responsibility in preparing content to submit to the National Assembly; coordination work has been carried out more promptly and effectively.
National Assembly deputies upheld their sense of responsibility, discussed enthusiastically, democratically, frankly, and focusedly; expressed many intellectual and profound opinions in a constructive spirit; and objectively and comprehensively reflected the reality of social life in the parliament.
Information and propaganda work was carried out promptly and fully before, during and after each meeting day; service work was ensured to be thoughtful and absolutely safe; continuing to affirm the efforts and determination of the National Assembly in performing its tasks with many innovations and creativity, meeting the increasingly high requirements of the country's reality.
The National Assembly spent 2.5 days questioning 3 Ministers and the State Auditor General on 4 areas: natural resources and environment; industry and trade; culture, sports, tourism and state audit; Deputy Prime Ministers and members of the Government also participated in answering questions. The National Assembly gave opinions on the content to issue a Resolution on questioning and answering questions at the 7th Session of the 15th National Assembly.
The National Assembly Chairman said that with a high approval rate, the National Assembly voted to pass 11 laws including: Law on Archives; Law on Organization of People's Courts; Law on Social Insurance; Law on National Defense Industry, Security and Industrial Mobilization; Law on Roads; Law on Road Traffic Order and Safety; Law on Capital; Law on amending and supplementing a number of articles of the Law on Property Auction; Law on amending and supplementing a number of articles of the Law on Guards; Law on Management and Use of Weapons, Explosives and Supporting Tools; Law on amending and supplementing a number of articles of the Law on Land, the Law on Housing, the Law on Real Estate Business, and the Law on Credit Institutions.
The National Assembly reviewed and approved 21 resolutions, including 3 legal resolutions: Resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province; Resolution on organizing urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city; Resolution on the 2025 Law and Ordinance Development Program, adjusting the 2024 Law and Ordinance Development Program.
The National Assembly reviewed and approved the Resolution on the National Assembly's Supervision Program for 2025 and the General Resolution of the Session. The National Assembly gave its initial opinions on 11 draft laws; reviewed the supplementary assessment report on the results of the implementation of the socio-economic development plan and the state budget for 2023 and the implementation in the first months of 2024; approved the 2022 state budget settlement and gave opinions on a number of other important contents.
To ensure the requirement that “laws are implemented fairly, strictly, consistently, promptly, effectively and efficiently,” the National Assembly requests the Government, agencies of the National Assembly, the Supreme People's Court, the Supreme People's Procuracy, the State Audit, relevant agencies and organizations to focus on directing, thoroughly grasping and promptly implementing effectively the laws and resolutions just passed by the 7th Session to meet the requirements and tasks of socio-economic development, ensuring national defense, security and foreign affairs of the country; promptly and effectively implementing social security policies, caring for the material and spiritual lives of policy families, workers, people in difficult circumstances and all people; meeting the expectations of voters and people nationwide and our compatriots abroad.
At the same time, the National Assembly Chairman requested relevant agencies and National Assembly deputies to continue researching, proactively and urgently preparing the contents to be submitted to the National Assembly for consideration and approval at the upcoming 8th Session.
The National Assembly Chairman affirmed that the 7th Session of the 15th National Assembly was a great success. The National Assembly acknowledged and highly appreciated the determination, efforts, close, timely and effective coordination between the agencies of the National Assembly, the Government, the Central Committee of the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy and relevant agencies and organizations in carefully and qualitatively preparing each content of the Session.
Thanks to that, although there were adjustments to the program and content of the Session, including urgent, difficult, and complicated issues, it still ensured smoothness, caution, flexibility, efficiency in management, and high consensus and unity among National Assembly deputies.
It is forecasted that in the coming time, the international situation may continue to develop complicatedly and unpredictably. Domestically, besides opportunities and advantages, our country continues to face many new difficulties and challenges. 2024 is an important year in successfully implementing the tasks of the entire 2021-2026 term.
"With new confidence, new spirit, new motivation, we believe that, under the correct, close and timely leadership and direction of the Party; the proactive, flexible, close and effective supervision of the National Assembly; the drastic, effective and efficient management, direction and administration of the Government; the close coordination of sectors, levels and localities; the synchronous participation of the entire political system and the efforts and striving of the entire Party, the entire people, the entire army and the business community, our compatriots abroad, our country will definitely overcome difficulties and challenges, achieve the highest socio-economic development goals in 2024, contributing to the successful implementation of the Resolution of the 13th National Party Congress," the National Assembly Chairman emphasized.
At the closing session, with 472/473 delegates participating in the vote in favor (accounting for 97.12% of the total number of National Assembly delegates), the National Assembly passed the Resolution on questioning activities at the 7th Session, 15th National Assembly.
The National Assembly also passed the Resolution of the 7th Session, 15th National Assembly with 460/460 delegates participating in the vote in favor.
The Resolution of the 7th Session clearly stated that the National Assembly agreed to implement the contents of salary reform; adjust pensions, social insurance benefits, preferential benefits for people with meritorious services and social benefits from July 1, 2024.
Specifically, from July 1, 2024, the basic salary will be adjusted from VND 1.8 million/month to VND 2.34 million/month (an increase of 30%); the current pension and social insurance allowance will be adjusted up by 15% (June 2024); for those receiving pensions before 1995, if after adjustment the benefit is lower than VND 3.2 million/month, it will be adjusted up by VND 300,000/month, if the benefit is from VND 3.2 million/month to less than VND 3.5 million/month, it will be adjusted to be equal to VND 3.5 million/month.
In addition, the preferential allowance for meritorious people will be adjusted according to the standard allowance level from VND 2,055,000 to VND 2,789,000/month (an increase of 35.7%), maintaining the current correlation between the preferential allowance levels for meritorious people and the standard allowance level; adjusting social allowance according to the standard social assistance level from VND 360,000 to VND 500,000/month (an increase of 38.9%).
