To effectively promote the area of land for growing fruit trees, the People's Committee of Chi Linh City proposed that the People's Committee of Hai Duong Province and the Department of Agriculture and Rural Development consider handing over about 500 hectares of land for growing fruit trees managed by the Provincial Forest Management Board to this locality.
According to the report of the People's Committee of Chi Linh City, there are currently 180 illegal construction sites on fruit tree growing land managed by the Forest Management Board (Department of Agriculture and Rural Development). Of these, 23 illegal construction sites were built before 2008 when the land was transferred from Chi Linh Farm to the Provincial Forest Management Board; 48 illegal construction sites were built before 2003 when the land was transferred from Chi Linh Forest Farm to the Provincial Forest Management Board; 96 illegal construction sites were built after the transfer from Chi Linh Forest Farm to the Hai Duong Provincial Forest Management Board before 2017 on land contracted for fruit tree growing; 13 illegal construction sites were built on land contracted from 2017 to 2022 on land contracted for fruit tree growing.
Through review, many families and individuals who are workers of Chi Linh Farm and Forestry Farm basically do not have any houses, residential land, or other agricultural land, and have built houses on land for growing fruit trees that they contracted before July 1, 2014, which is the main means of production for the households. Transferring this forest area to local management helps make management more effective, avoids new violations, and better promotes the exploitation of the tree-growing area.
