Standing Vice Chairman of the Provincial People's Committee Luu Van Ban requested that the approval of the adjustment of the general planning of Chi Linh City must be completed by September 15 at the latest, nearly 1 month earlier than the city's proposed schedule.
At the June meeting of the Hai Duong Provincial People's Committee (9th time) on June 28, Standing Vice Chairman of the Provincial People's Committee Luu Van Ban emphasized that Chi Linh City is implementing and will implement many large projects, including the Thanh Long Lake Eco-tourism Area, which was directly inspected and directed by Prime Minister Pham Minh Chinh. Therefore, Chi Linh City must urgently complete the dossier and submit for approval the city's general planning. The Department of Construction coordinates and guides Chi Linh City to simultaneously implement the zoning plans.
The Standing Vice Chairman of the Provincial People's Committee assigned Chi Linh City to inspect and review the current status of the Thanh Long Lake Eco-tourism Area project area. Proactively determine the project boundaries and the number of households affected when implementing the project, thereby advising on appropriate resettlement plans. The Department of Natural Resources and Environment advises on the arrangement and allocation of land use plans for the project.
Regarding the functional zoning plan of Thanh Long Lake Eco-tourism Area, the Standing Vice Chairman of the Provincial People's Committee requested Chi Linh City to closely coordinate with the proposed investment unit to develop a suitable plan, ensuring synchronization and harmony.
According to the proposal of the People's Committee of Chi Linh City, Thanh Long Lake Eco-tourism Area has 6 functional sub-areas with a total area of about 1,380 hectares. These are the central lake area, the northern reception and service area, the southern reception and service area, Thanh Long Pagoda and central service area, the western service and boat wharf area, and the ancient Vietnamese village cultural tourism area.
The June meeting of the Provincial People's Committee (9th time) also considered the following reports and submissions:
- Implementation status of public investment projects, solutions to remove obstacles and difficulties.
- Adjust the medium-term public investment plan for the 2021-2025 period, the 2024 public investment plan, allocate public investment capital; investment policies, adjust investment policies for a number of public investment projects.
- Proposal to request the Provincial People's Council to issue a Resolution amending and supplementing a number of contents regulating collection levels, collection, payment, management and use of fees and charges as prescribed in Resolution No. 17/2016/NQ-HDND dated October 5, 2016, Resolution No. 05/2023/NQ-HDND, Resolution No. 06/2023/NQ-HDND dated July 13, 2023 of the Provincial People's Council.
- Report on the issuance of a Resolution on approval of land recovery, allowing the conversion of additional rice-growing land use purposes in 2024 to implement projects and works in the province.
- Report on the issuance of a Resolution on supporting costs for surveying, adjusting cadastral records, and issuing and reissuing land use right certificates for households and individuals who donate land use rights for the construction of public works but have not yet conducted surveying, adjusting, and reissuing land use right certificates.
- Results of housing support for people with revolutionary contributions; current situation and housing needs for people with revolutionary contributions, the poor and disadvantaged people in society according to the direction of the Central Government.
- Proposal to issue the Plan to implement Resolution No. 38/NQ-CP dated April 2, 2024 of the Government and Plan No. 206-KH/TU dated April 1, 2024 of the Provincial Party Standing Committee on continuing to innovate the organization and management system, improving the quality and efficiency of public service units.
- Develop an Action Plan of the Provincial People's Committee to implement Resolution 41-NQ/TW, dated October 10, 2023 of the Politburo on building and promoting the role of Vietnamese entrepreneurs in the new period.
- Implementing the investment project of Logistics Service Center, Petroleum and Goods Port, Petroleum Depot and Commercial Service Area in Minh Hoa Commune (Kinh Mon) and the Project of building Lac Viet International Hospital (Chi Linh).
- Report on acceptance and handover of the Hai Duong Provincial General Hospital Project (new).
- Report on repair and maintenance of the Provincial Inspectorate's office building on Truong Chinh Street (Hai Duong City).
- Report on 4C zoning plan (zoning of the area south of Ring Road I) Hai Duong City, scale 1/2000.
- Report on the project to adjust the detailed construction planning of Ngoc Son residential area in Ngoc Son commune (Hai Duong city).
- Report on the progress of the master plan of Chi Linh city and the construction zoning plan in the area.
- Report on converting forest land to other purposes to implement the Project of exploiting soil and stone for common construction materials at Ong Sao hill (Chi Linh).
- Proposal for approval of specific land price plan as basis for calculating annual land rent when the State leases land to APT-Seraphin Hai Duong Environmental Joint Stock Company in Viet Hong commune (Thanh Ha).
