No general urban planning for Binh Giang yet

On October 26, the Government Office issued a notice of Deputy Prime Minister Tran Hong Ha's direction on not yet establishing a master plan for Binh Giang urban area.

Deputy Prime Minister Tran Hong Ha requested the Provincial People's Committee to study the opinions of the Ministry of Construction, organize the establishment, appraisal and approval of the construction planning of Binh Giang district in accordance with the provisions of the 2014 Construction Law and Law No. 35/2018 amending and supplementing a number of articles of 37 laws related to planning. The establishment of the general planning of the new urban area of ​​Binh Giang will be carried out after having sufficient legal basis, ensuring full satisfaction of socio-economic conditions; urban standards and criteria in accordance with the provisions of law.

According to Decision No. 241/QD-TTg dated February 24, 2021 of the Prime Minister approving the national urban classification plan for the period 2021-2030, Binh Giang district is determined to be built according to the criteria of a type IV urban area to become a town under Hai Duong province. To implement the above plan, the Provincial People's Committee has reported and proposed the Prime Minister and the Ministry of Construction to consider and approve the policy of establishing a general urban planning for Binh Giang.

However, the master plan for Binh Giang urban area has not been implemented due to the lack of sufficient legal basis (the master plan for urban and rural areas for the period 2021-2030, with a vision to 2030; the master plan for Hai Duong province for the period 2021-2030, with a vision to 2030 have not been approved). The urbanization conditions and socio-economic development level of Binh Giang district are assessed to be low. Therefore, in September 2023, the People's Committee of Hai Duong province proposed that the Prime Minister and the Ministry of Construction not consider approving the master plan for Binh Giang urban area. The organization of the master plan for Binh Giang urban area, the establishment of an urban development program and the project to classify and upgrade Binh Giang district to a type IV urban area will be proposed and implemented in the period 2026-2030 after the master plan for Hai Duong province is approved.
