Due to the impact of storm No. 3, by the afternoon of September 8, many communes and towns in Son Dong district, Bac Giang province were isolated due to rising floodwaters. According to preliminary statistics, more than 300 households in Son Dong district were flooded, many households had to move to other places to ensure safety.
Currently, 2/3 of the communes and towns in Son Dong district have had their communications interrupted due to prolonged power outages and unstable telecommunications systems.

In Luc Ngan district, according to the district's Steering Committee for Natural Disaster Prevention, Control and Search and Rescue, since the night of September 8, the water level of the Luc Nam River has risen; some communes such as Phong Van, Tan Hoa, Bien Dong... have been flooded and isolated.
The water level of the reservoirs is full, basically exceeding the flood discharge spillway (Khe Sang reservoir, Deo Gia commune, overflows 180cm; Khuon Vo reservoir, Tan Lap commune, overflows 70cm; Doc Bau reservoir, Bien Son commune, overflows 100cm). To respond promptly, the Steering Committee for Natural Disaster Prevention, Search and Rescue of Bac Giang province issued alert number 1 on Thuong River (at Cau Son Hydrological Station) and alert number 2 on Luc Nam River (at Chu Hydrological Station). At the same time, the functional forces of Luc Ngan district urgently evacuated 760 households.
It is forecasted that in the coming hours, floods on rivers will continue to develop complicatedly.
Armed forces officers and soldiers crossed a deeply flooded section of Highway 31 to help the government and people of Phi Dien commune (Luc Ngan) overcome the consequences of the storm.
In Luc Ngan district, a resident (identity not yet determined) was swept away by the flood from Tan Hoa commune to Bien Dong. Currently, the rescue team is verifying and searching for him.
Quick statistics show that in the whole Luc Ngan district, 455 houses; 15 warehouses; 35 schools, cultural houses, medical stations and other facilities had their roofs blown off or were damaged; 16 underground tunnels, 5 communes, and 42 villages were isolated; 3 landslides; 22 electric poles were broken; 12 other structures such as warehouses, house gates, etc. collapsed; about 500 hectares of crops, fruit trees, and forestry trees were flooded, uprooted, or broken; houses of 2 households in Bien Son commune were at risk of collapsing and were supported to move to a safe place.
