The People's Committee of Hai Duong province has just directed agencies, organizations and units that carry out mergers, consolidations, separations and termination of operations to still carry out the task of conducting a general inventory of public assets.
On February 11, the People's Committee of Hai Duong province directed relevant departments, branches, sectors, units, state-owned enterprises, and district-level People's Committees to urgently implement a number of key tasks to speed up the progress of the general inventory of public assets and infrastructure assets invested and managed by the state in the area according to Plan No. 1658/KH - UBND dated May 7, 2024.
Agencies, organizations and units that merge, consolidate, split or terminate operations must still perform the task of conducting a general inventory of public assets.
The Provincial People's Committee assigned the Department of Finance to regularly update the progress of the general inventory of each department, branch, and locality in the whole province.
The Department of Natural Resources and Environment guides and resolves difficulties and problems related to land for agencies, organizations and units in the process of conducting the general inventory. The Departments of Agriculture and Rural Development, Transport, Construction, Culture, Sports and Tourism, based on their assigned functions and tasks, guide their subordinate units and the People's Committees of districts, towns and cities to conduct a general inventory of infrastructure assets invested and managed by the State.
Heads of agencies, organizations, units, Chairmen of district-level People's Committees, Heads of the Inventory Steering Committees of departments, branches, and localities regularly direct and assign specific responsibilities for monitoring, urging, and guiding the general inventory work by field, area, and unit to members of the steering committee. Link the results of the inventory work with the assessment of the results of the completion of tasks of collectives and individuals.
Timely reward collectives and individuals with outstanding achievements in preparing and organizing the general inventory. Regularly review and strengthen the accounting, management and use of public assets, ensure full inventory of existing assets, and information on assets is fully and accurately inventoried according to the instructions of the Ministry of Finance and the Department of Finance.
For agencies, organizations and units that merge, consolidate, separate, terminate operations, or transfer functions and tasks to other agencies, organizations and units due to restructuring, streamlining the apparatus, or rearranging administrative units, they must still perform the task of general inventory until the official merger, consolidation, separation, or termination of operations.
Previously, on May 7, 2024, the Provincial People's Committee issued Plan No. 1658/KH-UBND on implementing the Project on general inventory of public assets at agencies, organizations, units, and infrastructure assets invested and managed by the State. The general inventory of public assets begins from January 1, 2025. By March 31, complete the general inventory, and by June 15, complete the report of the general inventory data to the Ministry of Finance.
According to the provincial Department of Finance, the general inventory of state assets in the province aims to synthesize and evaluate the current status of assets and the management and use of public assets. Thereby perfecting policies, laws and the organization of public asset management, serving the development of strategies, planning, plans and reports on assets, state financial reports of the country as well as each locality, unit, ministry and branch.
