[Audio] Strengthening supervision of management and use of public assets

Comrade Pham Xuan Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, spoke at the Provincial People's Committee's supervision conference on the management and use of working offices of state agencies, socio-political organizations and affiliated units in the province.

Speaking at the opening of the conference, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Pham Xuan Thang said that this conference aimed to review and evaluate the current situation of management and use of working offices of state agencies, socio-political organizations and affiliated units in the province since the conclusion of thematic supervision of the Standing Committee of the Provincial People's Council in 2018. At the same time, grasp the advantages, difficulties, recommendations and unify measures to improve the quality of management, maximize the effectiveness of using working offices and operating facilities of state agencies, organizations and units in the province.

The leader of the Economic - Budget Committee of the Provincial People's Council explained the report on the results of the supervision session.

At the conference, 6 delegates raised 20 questions to the leaders of the Provincial People's Committee and related departments and branches. The opinions mainly focused on the situation of ineffective use, improper use of surplus land; violations in leasing, business, and association at some units; the current situation of handling after supervision and specific handling orientation in the coming time; arrangement of surplus commune-level offices after merger; planning and arrangement of offices of state agencies, socio-political organizations and affiliated units in the coming time...

Comrade Nguyen Vinh Son, Deputy Chief of Office of the National Assembly Delegation and Provincial People's Council asked questions to the Department of Finance.

Representatives of relevant authorities took turns explaining, answering questions and proposing solutions for managing and using the headquarters of state agencies, socio-political organizations and affiliated units.

On behalf of the Provincial People's Committee, Chairman of the Provincial People's Committee Trieu The Hung received and answered the opinions raised by the delegates, and clarified many issues related to the responsibility of the Provincial People's Committee in this matter. The Chairman of the Provincial People's Committee said that besides the positive results, the management and use of working offices of state agencies, socio-political organizations and affiliated units in the province still have some limitations, as shown through supervision and major groups of issues discussed at the conference including: management and use of assets at public service units for business purposes, leasing, joint ventures and associations; the implementation of the roadmap for converting from land allocation without land use fees to land lease for public service units; the management and use of working offices; the arrangement and handling of real estate, including the issue of enterprise land management after equitization.

Comrade Nguyen Van Doan, Provincial Party Committee member, Director of the Department of Construction proposed a plan for management and use of office buildings of state agencies, socio-political organizations and affiliated units in the province.

Chairman of the Provincial People's Committee Trieu The Hung said that the Provincial People's Committee will strengthen inspection and examination, especially of units that lease for business and association to detect violations and promptly correct them for proper and effective use.

In his concluding remarks at the conference, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council Pham Xuan Thang acknowledged and assessed that the management and use of office premises of state agencies, socio-political organizations and affiliated units have become more orderly, basically complying with regulations. However, through monitoring activities and the results of exchanges and discussions at the conference, it was found that there are some problems that need to be overcome in the coming time.

Comrade Ngo Thi Thanh Hoa, Provincial Party Committee member, Chairman of the Provincial Labor Federation, responded to delegates' opinions regarding the unit's land leasing.

To improve the quality of public asset management, promote land resources from the rearrangement and re-handling of headquarters and real estate of agencies and units, the Standing Committee of the Provincial People's Council proposed to strengthen the supervision of the management and use of public assets in general and the headquarters and operational facilities of agencies, organizations and units in the area, especially the management and use of headquarters of central agencies located in the province, public service units, and state-owned enterprises. Issue a program and plan for the specialized supervision of the Provincial People's Council on the use of land and headquarters of central enterprises and enterprises after equitization...

Regarding the central agencies located in the area, Chairman of the Provincial People's Council Pham Xuan Thang requested the Provincial People's Committee to review and coordinate with the competent authority and the Ministry of Finance to have a final solution; promptly hand over to the province real estate facilities that are no longer in use or are used inefficiently...

Previously, the Standing Committee of the Provincial People's Council supervised 12 districts, towns and cities; 23 departments, branches and 28 public service units in the province on the management and use of offices of state agencies, socio-political organizations and affiliated units.
